Job summary

Building Industry Association of Washington (BIAW) seeks an experienced Codes & Policy Manager to shape housing policy in Washington. Lead advocacy on building codes, develop housing data, and drive grassroots engagement with builders, remodelers, and policymakers from Tumwater.

This role reports to the VP of Industry Partnerships & Research and offers full-time hours with benefits. The position focuses on SBCC code development, coalition-building, and data-driven policy reports, requiring

Qualifications

  • Bachelor’s degree in public policy, urban planning, engineering, construction management, or related field.
  • 3–5 years of experience in policy analysis, research, or advocacy, preferably within the building industry or a related field.
  • Proficient in Microsoft Office Suite and other relevant software tools.
  • Excellent research, analytical, and problem-solving skills.
  • Exceptional written and verbal communication skills.
  • Ability to work independently or on behalf of a team.
  • Passionate about the building industry and committed to advancing association members’ interests.
  • Preferred familiarity with Washington State’s legislative and regulatory systems.
  • Preferred knowledge of building codes and regulations.
  • Self-starter and general curiosity are must-have traits.

Responsibilities

  • Lead BIAW’s efforts at the State Building Code Council and advocate for reasonable codes.
  • Develop relationships with SBCC members and code officials; recruit members to SBCC groups.
  • Coordinate grassroots engagement and write code change proposals and talking points.
  • Develop coalitions and provide updates to stakeholders in a clear manner.
  • Manage research and housing data projects; present findings to policymakers and the public.
  • Support external affairs in regulatory and legislative efforts and assist committees.
