Work Hours: Tuesday- Saturday 8:30am-5:00pmExpected Starting Hourly Range: $21.92 - $27.40Performs hands-on work involving the receiving, identification, sorting, segregation, handling, packaging, storage, and preparation of household hazardous waste, electronic waste, batteries, and other accepted materials for recycling, transportation, treatment, or proper disposal.
Assists residents utilizing the facility and provides information regarding County HHW, electronics, recycling, and special-waste programs and proper disposal practices.
Ensures assigned program activities are performed in accordance with applicable Federal, State, and local requirements, Manatee County ordinances, facility operating requirements, purchasing and franchise agreements, County policies and procedures, and established health and safety practices.
Employment screenings, as outlined in the Personnel Policy, Rules, and Procedures Manual, will be conducted in compliance with applicable federal and Florida Laws.
Working Conditions
The work environment may include exposure to high noise levels while performing certain essential job functions. The position requires the ability to lift and move objects weighing up to 50 pounds independently and up to 100 pounds with assistance, with or without reasonable accommodation. Work is performed primarily at the Household Hazardous Waste and electronics facility in both indoor and outdoor environments, with work at other County locations as assigned. Work may involve exposure to high noise levels, heat, humidity, rain, dust, odors, chemicals, hazardous materials, electronic waste, batteries, fuels, paints, solvents, pesticides, and other potentially hazardous substances. Position requires regular standing, walking, bending, reaching, pushing, pulling, lifting, carrying, sorting, and movement of containers and materials. Requires the use of personal protective equipment (PPE) and adherence to established safety procedures appropriate to assigned duties and potential hazards. Position requires frequent interaction with residents and other members of the public. Employees are expected to maintain professional conduct and appearance consistent with County policies, safety requirements, and the duties of the position. Position may require nights, weekends, overtime, or alternate work schedules as operationally necessary. Additionally, this position may require additional weekend assignments for collection events, operational needs, or emergency assignments. Must be able to work and/or travel to various County work locations as required.
Essential Functions

Ensures program activities are completed within appropriate timeframes and in accordance with Manatee County ordinances, applicable FDEP regulatory requirements, facility procedures, and current purchasing and franchise agreements.
Maintains and assists in the daily operation of the permanent HHW and electronics facility at the Landfill.
Receives household hazardous waste, electronic waste, batteries, and other accepted materials delivered to the facility by residents and other authorized customers.
Greets and assists customers, evaluates incoming materials for acceptance under established County program requirements, and provides clear and professional information regarding proper disposal options and procedures.
Identifies, sorts, segregates, and stages household hazardous waste and other accepted materials according to material characteristics, chemical compatibility, hazard classification, recycling or disposal requirements, and established facility procedures.
Handles materials including, but not limited to, paints, solvents, fuels, automotive fluids, pesticides, herbicides, pool chemicals, household chemicals, aerosols, fluorescent lamps, propane cylinders, fire extinguishers, rechargeable and lithium batteries, lead-acid batteries, electronic equipment, and other accepted special wastes.
Inspects incoming containers and materials for leakage, damage, deterioration, improper packaging, unknown contents, or other conditions that may present a safety or environmental concern.
Packages, labels, marks, consolidates, stages, and prepares materials for storage, recycling, vendor collection, transportation, treatment, or disposal in accordance with established procedures and applicable requirements.
Maintains proper segregation and storage of incompatible materials and assists in ensuring storage and operational areas remain safe, organized, accessible, and within established capacity requirements.
Operates forklifts, pallet jacks, drum-handling equipment, carts, and other equipment utilized in HHW and electronics operations.
Loads and unloads drums, pallets, containers, electronic equipment, batteries, supplies, and other materials.
Monitors material inventories and contacts and schedules appropriate contractors and vendors when collection or removal of materials is required.
Operates and assists with scheduled HHW and electronics collection activities at the Landfill and participates in larger collection events as assigned.
Assists with public education and outreach regarding proper disposal of HHW, electronics, batteries, recycling, and other special wastes.
Makes pickups and assists with special accommodations for individuals requiring assistance with HHW and electronics disposal in accordance with established County procedures.
Picks up HHW, electronics, and other accepted materials from County recycling drop-off sites as assigned.
Responds to requests from other County departments to assist with the identification and proper handling or disposal of hazardous waste, electronics, and other special wastes within the employee's training and assigned responsibilities.
Assists with the proper management of HHW and electronics incorrectly delivered to the Landfill working face or other County operational areas.
Performs routine inspections of HHW, electronics, batteries, used oil, propane cylinders, and other special-waste storage and operational areas to ensure compliance with applicable operating requirements, purchasing agreements, and established procedures.
Identifies and reports unsafe, damaged, leaking, deteriorated, improperly stored, or potentially noncompliant materials or conditions and assists with corrective action within the employee's training and assigned responsibilities.
Assists with containment, cleanup, and proper disposal procedures involving spills or releases within the employee's level of training, assigned responsibilities, and established County emergency procedures.
Maintains required paperwork and records and assists with preparation of technical and administrative reports, research, data collection, inventories, inspection records, vendor collection information, material quantities, and other program documentation.
Maintains the HHW facility, storage areas, customer service areas, equipment, and surrounding work areas in a clean, safe, orderly, and professional condition.
Properly selects, uses, inspects, and maintains assigned PPE and follows established safety procedures.
Communicates professionally and effectively with residents, coworkers, supervisors, contractors, vendors, and representatives of other County departments.
Uses computers and applicable County software to maintain records, enter information, communicate by email, prepare documentation, and perform administrative functions associated with facility operations.
Performs routine inspections of assigned equipment and reports equipment, facility, maintenance, or safety concerns to supervision.
Performs other related duties as assigned, including participation in emergency or disaster response activities, as required and consistent with the employee’s qualifications, essential job functions, and appliable federal and Florida law.
High school diploma, GED, or equivalent certificate of competency required.
Prior experience working in a Household Hazardous Waste (HHW) collection facility, HHW collection program, HHW collection event, or similar hazardous-materials environment is preferred. Related experience involving hazardous waste, hazardous materials, chemical handling, environmental services, solid waste, industrial operations, or similar work may also be considered.
Minimum of one (1) year experience in the operation of forklifts.
Valid HAZWOPER training/certification appropriate to assigned duties required or must be able to obtain required HAZWOPER training within six (6) months of hire. Employee must maintain required HAZWOPER refresher training thereafter, as applicable to assigned duties.
Must successfully complete and maintain other safety, hazardous-materials, PPE, equipment-operation, and regulatory training required by the County for assigned responsibilities.
Must obtain Landfill Operator Certification within one (1) year of hire.
Valid driver's license required, with valid Florida driver's license required within 30 days of hire.
Equivalent combinations of education, training, and experience may be considered in meeting the minimum qualifications for this position.
Knowledge, Skills, and Abilities:
Knowledge of current laws, rules, regulations, policies, and procedures applicable to Household Hazardous Waste and electronics operations.
Knowledge of or ability to learn methods, techniques, procedures, and equipment utilized in receiving, identifying, sorting, segregating, handling, packaging, storing, recycling, and disposing of household hazardous waste and electronics.
Knowledge of or ability to learn basic chemical compatibility and the importance of properly segregating incompatible materials.
Knowledge of workplace safety practices associated with hazardous materials, chemical handling, material handling, and industrial operations.
Ability to identify commonly encountered household hazardous wastes and recognize materials or conditions requiring additional evaluation or supervisory assistance.
Ability to inspect containers and recognize leaks, deterioration, damage, unknown materials, and other potential hazards.
Ability to understand and follow product labels, Safety Data Sheets (SDS), written procedures, warning information, and oral and written safety instructions.
Ability to properly select, use, inspect, and maintain required PPE.
Ability to safely package, label, move, store, and prepare HHW and other special wastes for recycling, transportation, treatment, or disposal in accordance with established procedures.
Ability to respond appropriately to spills, leaks, damaged containers, and other hazardous-material incidents within the employee's training and assigned responsibilities.
Ability to communicate effectively, both orally and in writing.
Ability to provide professional and courteous customer service and explain County HHW program requirements and disposal procedures to members of the public.
