Job description

Assists in coordinating daily landfill operations, including work crews, equipment usage and waste collection activities. Supports the Landfill Foreman in ensuring efficient, safe, and compliant site operations.

This is a “Mandatory Testing” position that requires Drug Testing.

• Assists the Landfill Foreman in the daily supervision and coordination of landfill operations, including staff oversight, equipment utilization, waste placement, and site maintenance.
• Assists in managing daily staffing needs, including scheduling, employee performance oversight, incident documentation, and related personnel actions.
• Ensures compliance with environmental, safety, and regulatory standards while supporting efficient and safe operation of all landfill activities.
• Utilizes computer systems, tablets, and related technology to prepare reports, maintain records, communicate effectively, and support solid waste operations and employee management activities.
• Utilizes surveying equipment in establishing grades and field stakes for landfill construction.
• Operates landfill equipment; coordinates timely maintenance of equipment to ensure proper operation.
• Monitors landfill working face operations to ensure proper waste compaction, cover, and drainage.
• Assists with inspection and maintenance of stormwater systems to ensure compliance with regulatory and permit requirements
• Inspects work areas and equipment to identify and correct unsafe conditions.
• Provides training or guidance to employees in operational procedures and safety practices.
• Resolves customer complaints.
• Interacts with the public in an effective and courteous manner.
• Must demonstrate commitment to our mission, vision, values, and goals and represent the County in a professional, dignified manner at all times both in actions and appearance.
• May have a role in the County’s disaster preparation and/or disaster recovery efforts, as designated in the County Comprehensive Emergency Management Plan; may be required to work before, during and/or after an emergency.
• Must be able to meet minimum attendance standards; required to be on-call and work shifts to include weekends and holidays.
• Performs related duties as required.

ESSENTIAL PHYSICAL, VISUAL AND COMMUNICATION SKILLS:

The physical requirements are that of medium work and include exerting up to 50 pounds of force occasionally and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. The work requires some physical exertion, such as long periods of standing; walking over rough, uneven, or rocky surfaces; recurring bending, crouching stooping, stretching reaching or similar activities; or recurring lifting of moderately heavy items up to 50 pounds. The work may require specific, but common, physical characteristic and abilities, such as above average agility or dexterity. Requires grasping by applying pressure to an object with the fingers and palm. Requires repetitive motion of the wrists, hands and/or fingers. Required to operate a motor vehicle to perform essential job functions.

ENVIRONMENTAL CONDITIONS:

The work environment involves high risks with exposure to potentially dangerous situations or unusual environmental stress that require a range of safety and other precautions where conditions cannot be controlled and/or is exposed to one or more disagreeable conditions such as irate customers, outdoor weather conditions, excessive noise, extreme temperatures, odors, dust, oils, chemicals, etc. more than 50% of the work time. The worker is subject to vibration. The worker is subject to hazards including a variety of physical conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of landfill construction techniques, including Class I landfill operations, scale house reporting and management, and waste classification for Class I, Class III, and special waste. Knowledge of applicable regulatory and environmental compliance requirements related to landfill operations and safety regulations for assigned equipment. Skilled in organizing and prioritizing work assignments, communicating clearly and effectively both orally and in writing, and using basic office software and landfill management systems for reporting and recordkeeping. Ability to lead, train, and motivate employees in a demanding outdoor environment, and to establish and maintain effective working relationships with employees while promoting safe and efficient work practices.

Required to operate heavy equipment, surveying equipment and computer equipment.

Required to understand and follow oral and written instructions; maintain necessary records and reports; establish and maintain effective working relationships with employees.

LICENSURE AND/OR CERTIFICATIONS:

Requires a valid Class “B” commercial driver license at the date of hire and maintain said license while employed in this position.Requires a Landfill Operator Certification.

A four-year high school diploma or its educational equivalent; supplemented by five (5) years of Class I or Class III landfill experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Experience with equipment operation in a landfill environment is required. Experience establishing grades and/or vegetation for erosion control is required. Experience in a supervisory/lead capacity is required.
