Job summary

Commonwealth of Pennsylvania is seeking a Facility Chief Operating Officer for Wernersville State Hospital within the Department of Human Services. The role oversees essential administrative and non-clinical functions to keep operations running smoothly in a busy mental health environment.

The position requires leadership to guide budgeting, procurement, staff supervision, and regulatory compliance, with a schedule of 8:00 AM to 4:00 PM, Monday–Friday, and no telework.

Qualifications

• Six years of professional experience in budgeting, accounting, purchasing, human resources, or management methods work, including three years in a supervisory or managerial capacity, and a bachelor's degree.
• An equivalent combination of experience and training, which includes three years of supervisory or managerial experience in budgeting, accounting, purchasing, human resources, or management methods work.

Responsibilities

• Administrative Oversight: Manage financial planning, procurement activities, and non-clinical support services across the facility.
• Policy Improvement: Review existing procedures and guide updates that strengthen operations and support the hospital’s programs.
• Staff Leadership: Supervise managers, conduct evaluations, and ensure departments meet regulatory and operational requirements.
• Budget Management: Direct preparation of operating and capital budgets, as well as recommend resource allocation strategies.
• Contract Coordination: Negotiate agreements with vendors and agencies, as well as oversee contract performance and compliance.
• Regulatory Compliance: Monitor operations and surveys to ensure adherence to laws, safety standards, and quality expectations.
