Job summary

City of San José Housing Department seeks an experienced Assistant Division Manager (Housing Policy and Planning Administrator) to lead the Homelessness Response Division in implementing interim housing, outreach, and safe parking programs. You will manage 29 FTEs, oversee contract management, auditing, and reporting across city, county, and state/federal funds.

Qualifications

• Five (5) years of professional analytic or professional administrative experience including at least two (2) years in housing, development, or redevelopment.
• Bachelor’s Degree substitution allowed for education requirement on a year-for-year basis.

Responsibilities

• Implement collaborative solutions, regular division operations, and ongoing system improvements in a dynamic environment.
• Operationalize homeless programs in coordination with City departments and partner offices.
• Lead efforts to achieve regional and city goals for ending homelessness with measurable objectives and results.
• Ensure programs advance equity, inclusion, and belonging while guiding service delivery.
• Oversee contracts, audits, data collection, and reporting for nonprofits and providers.
• Assist in tracking the division’s budget and align resources with outcomes.
• Mentor division staff overseeing shelter portfolio, programs and outreach services.
• Oversee program evaluations to ensure effectiveness and identify improvements.
• Collaborate across the department and city to address unsheltered homelessness in Focus Area.

Education
