Job summary

Washington County's Department of Housing is seeking a Homeless System Planning and Evaluation Manager to guide long-range planning and continuous improvement across the Homeless Services system of care, with emphasis on data operations and analytics.

The role oversees a team of 3–4 supervisors and 10–12 staff, coordinates with department leadership, public agencies, and community partners to meet program standards and funding requirements, and drives policy development and performance

Qualifications

• Master's Degree in criminal justice, social work, psychology, or related field with 3 years of professional experience and 2 years in lead/supervisory roles.
• Bachelor's Degree with 5 years of relevant experience and 2 years in lead/supervisory roles.
• Experience with data analytics, program evaluation, and HMIS preferred.

Responsibilities

• Oversee the homeless system evaluation program, including partner training and monitoring, program review, reporting and evaluation, and data operations and analytics.
• Provide strategic oversight of long-range planning, policy development and system improvements in collaboration with multiple departments and external partners.
• Lead a team of 3–4 supervisors and 10–12 staff delivering data analytics, operations and quality improvement services.
