Job summary

Public Health Management Corporation (PHMC) seeks an HIV Testing Coordinator in Philadelphia to expand access to HIV testing through multi-channel programs and vending machines. You will train partners, support data reporting, and coordinate linkage to care with city programs.

Qualifications

Job Overview:

The HIV Testing Coordinator plays a critical role in expanding access to HIV testing across Philadelphia by supporting the implementation of innovative and community-centered testing initiatives. This position is responsible for providing technical assistance to diagnosing and linkage providers across the City. The HIV Testing Coordinator is responsible for the successful coordination of a multi-channel HIV self-testing program, which distributes tests online, in person, and through vending machines. The role also coordinates a network of public health vending machines (PHVM), and works with key PHVM partners.

The HIV Testing Coordinator provides training, technical assistance, and ongoing workflow support to funded testing partners and community organizations. Working closely with the Prevention Clinical Associate, the Coordinator helps scale up HIV testing opportunities across clinical and community settings, strengthens linkage pathways, and supports evidence-based approaches to enhance the overall prevention system. Working closely with the PKOL Community Engagement and Marketing Coordinator, this role supports the development and promotion of accessible, culturally responsive HIV testing aligned with the City’s goals for early diagnosis and reduced HIV transmission.

This role requires strong communication and organizational skills, and comfort working with diverse populations. Successful candidates will understand why HIV testing matters, recognize the barriers providers and communities face, and bring the passion needed to help drive meaningful change. This is a full-time, in-office role with the ability to travel to partner sites as needed, reporting to the Prevention Program Manager.

Responsibilities
  • Provide HIV testing and syndemic (HCV, STI) testing technical assistance to the sub-recipients of HIV testing funding in Philadelphia.
    • Promote routine HIV testing in healthcare settings
    • Promote status-neutral testing and linkage to care in community-based settings
    • Promote HIV testing in pharmacies
    • Promote rapid linkage to HIV treatment and PrEP
  • Coordinate Public Health Vending Machine program, including network of vending machines and key stakeholders.
  • Coordinate multi-channel HIV Self-testing program on PhillyKeepOnLoving, including future expansion of sites and testing modalities.
  • Coordinate HIV testing response to recent/ rapid growth of HIV in partnership with real-time data by identifying key resources and partners.
  • Serve as key point of contact between DHH and STD Control/ PKOL Fulfillment Specialist.
  • Coordinate with ISU, PDPH Surveillance Unit, and other partners to ensure appropriate data reporting.
  • Coordinate PS24‑0047 HIV testing activities across DHH units, maintaining grant implementation timelines, ensuring timely reporting, and advancing program deliverables.
  • Work with the Prevention Program Manager and EHE Advisor to integrate CDC PS24‑0047 activities with PDPH DHH’s broader portfolio of HIV care, prevention, and surveillance efforts.
Skills

Experience: At least 4 years of experience in a public health program, previous experience working in a healthcare setting and/ or delivery, and knowledge of the Philadelphia healthcare system is required.

Education Requirement
  • Completion of a bachelor’s degree program (in public health or related field) with a minimum of the above-mentioned experience.
  • Completion of a master’s degree program in public health or a related field may count toward one year of public health or HIV care management experience.
