Highway & Roads Market Sector Director
Primary Responsibilities

Market Sector Directors (MSD) drive our business within the HDR matrix management structure. The HDR Highway & Roads (H&R) sector is the largest, with nearly $1B in annual revenue globally. It includes clients that own and operate highways, toll roads, city, town, and local roads, and bridge structures. HDR’s primary services in this sector include bridge and highway design, traffic engineering, transportation planning, and tolling services.

This role requires understanding H&R clients, their funding, revenue streams, and governmental structures at the state, federal, and local levels. The responsibilities are divided into three main areas:

  • Market leadership and business development (around 70%)
  • Staff development (20%)
  • Support to Operations (10%)

The Director sets the vision for HDR’s growth and service expansion in this sector, collaborating with regional and business group leaders to implement growth initiatives, develop staff, and achieve financial goals. They coordinate strategies with various leadership levels and maintain regular communication to execute growth and operational plans.

HDR’s US contracts include relationships with nearly every state department of transportation and various local agencies. The sector is expanding internationally, including Canada, the UK, the Middle East, and Australia. The Director supports business development and client management, promotes best practices, ensures quality services, and enhances HDR’s marketplace presence.

Business Development

The Director oversees marketplace assessment, business approach, and contract acquisition, working with cross-sector teams and local client development programs. Key duties include:

  • Developing strategic vision and aligning technical and business services
  • Serving as a client manager for key accounts
  • Participating in project leadership as Principal-In-Charge
  • Promoting HDR services and participating in industry associations
  • Building strategic partnerships and industry relationships
Staff Development

Leading a high-performing team, supporting recruitment, driving technical excellence, and participating in performance reviews.

Support to Operations

Assisting project delivery, monitoring financial performance, reviewing staff allocations, and ensuring quality assurance and risk management.

Qualifications

Preferred: 20+ years in highway/bridge planning or engineering, PE license, leadership in industry associations.

Required: Bachelor’s in Engineering, 12+ years of industry experience with leadership, strong communication, client management, business skills, and a proactive, participative attitude.
