Highway & Roads Market Sector Director
Primary Responsibilities

Market Sector Directors (MSD) drive our business within HDR’s matrix management structure. The Highway & Roads (H&R) sector is the largest, representing nearly $1B in annual revenue globally. It includes clients owning highways, toll roads, city, town, and local roads, and bridge structures.

The primary professional services include: bridge and highway design, traffic engineering, transportation planning, and tolling services. A solid understanding of H&R clients, their funding, revenue streams, and government structures is essential. The responsibilities are divided into:

  • Market leadership and business development (around 70%)
  • Staff development (20%)
  • Support to Operations (10%)

The Director sets the vision for HDR’s strategy to expand and serve clients in this sector. They support growth initiatives, staff development, and coordinate strategies with various leadership and practice groups. They maintain communication with regional and area leadership to implement strategic plans.

HDR maintains contracts with nearly every state department of transportation in the US and is expanding internationally. The Director supports business development and client management, defining growth initiatives, coordinating best practices, and projecting HDR’s brand.

Business Development Responsibilities

Lead efforts in marketplace assessment, client acquisition, and project pursuit. Responsibilities include:

  • Developing and implementing the strategic vision for the sector
  • Serving as a key client manager
  • Engaging in project leadership as Principal-In-Charge
  • Promoting HDR services to clients
  • Participating in industry associations and leadership roles
  • Building strategic partnerships and industry relationships
Staff Development Responsibilities

Lead an organization supporting client service, staff growth, and recruitment. Responsibilities include:

  • Managing the sector’s P&L
  • Driving technical excellence and staffing plans
  • Participating in performance evaluations
Support to Operations

Assist in project delivery, profit monitoring, staff allocation, and quality assurance. Focus on:

  • Monitoring performance indicators
  • Encouraging work sharing
  • Supporting contract reviews and risk management
Qualifications

Preferred:

  • 20+ years in highway/bridge planning or engineering
  • Professional engineering license or equivalent
  • Leadership in industry associations

Required:

  • Bachelor’s in Engineering or related field
  • At least 12 years of industry experience with leadership
  • Strong communication, client management, business, and strategic skills
