Job summary

The Illinois Department of Transportation seeks a Highway Analyst to review and improve HPMS data quality and reporting. You will prepare annual HPMS submissions, manage data accuracy, and use GIS tools to create insightful plots and reports for stakeholders.

Position Overview

This position is accountable for the review, updating, statistical validity, data quality control, reporting of the data required for the Highway Performance Monitoring System (HPMS) as required by the Federal Highway Administration (FHWA), the preparation of the annual HPMS submittal data, other HPMS reporting and other inventory data item reviews.

Essential Functions
  • Reviews, analyzes, and updates the Highway Performance Monitoring System (HPMS) data to improve the accuracy and completeness of the HPMS submittal.
  • Develops procedures for the timely preparation of the year-end inventory file closure and HPMS data submittal to the Federal Highway Administration (FHWA) including other documents, statistics, and reports as required for the HPMS system and annual publications.
  • Utilizes Microsoft Access databases to summarize and report inventory data to satisfy a broad range of user requests.
  • Interprets HPMS system requirements and guidelines provided by the FHWA to ensure compliance of Illinois data.
  • Maintains a professional relationship with district office, other central office personnel within the department and with the FHWA to effectively coordinate and satisfy the inventory data requirements.
  • Utilizes geographical information systems (GIS) applications and other geographical based software to assist in the review of the inventory data and produces GIS based plots and reports as required.
  • Maintains a statistically balanced sample adequacy size of HPMS road segments by monitoring the samples within the different categories.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
Minimum Qualifications
  • Completion of a bachelor’s degree majoring in general/liberal studies, business, business administration, marketing, mathematics, statistics, public administration, geographic information systems (GIS), computer information, management information systems, computer science, communication; OR Completion of two years of college PLUS two years of experience in research, GIS, extracting, analyzing, and summarizing data, or any combination thereof; OR Six years of experience in research, GIS, extracting, analyzing, and summarizing data, or any combination thereof.
Preferred Qualifications
  • Familiarity with Environmental Systems Research Institute (ESRI), ArcGIS or other GIS systems.
  • Ability to generate summary information, maps, and charts for data quality reviews.
  • Familiarity with Microsoft Word, Access, Excel, PowerPoint, and Outlook.
  • Ability to analyze federal and state data regulations to comply with reporting requirements.
  • Ability to develop and maintain cooperative relationships with departmental staff.
  • Strong planning, problem resolution, and organizational skills.
  • Strong oral and written communication skills.
