Summary:

Manage Health, Environmental, and Safety (HES) compliance across assigned facilities. This role is responsible for ensuring regulatory compliance across all environmental media, supporting safety and process safety management programs, and promoting a strong safety culture. The position leads environmental permitting, reporting, emergency response, and incident investigations while supporting continuous improvement in HES systems and performance. Essential Duties and Responsibilities
Environmental Management
  • Maintain and update Facility Response Plans (FRPs) and Spill Prevention, Control, and Countermeasure (SPCC) Plans.

  • Manage environmental permits and compliance obligations, including:

    • Air permits and reporting
    • Stormwater, wastewater, and industrial discharge permits
  • Oversee hazardous waste programs (VSQG, SQG, and LQG), including reporting and pollution prevention initiatives.

  • Manage spill reporting, emergency response, and short-term remediation projects.

  • Oversee:

    • Tier II reporting
    • Tank registrations and reporting
  • Coordinate and respond to regulatory agency inspections and information requests.

  • Conduct required agency notifications and environmental reporting across all media.

  • Perform environmental compliance training for facility personnel.

  • Conduct internal and external audits and track corrective actions to completion.

  • Provide guidance to site personnel on regulatory compliance strategies.

  • Ensure the accuracy and completeness of compliance data through QA/QC reviews of reports, calculations, and regulatory submissions.

  • Identify, track, and elevate compliance risks and develop mitigation strategies.

  • Standardize environmental programs, procedures, and documentation across all assigned terminals.

Safety & DOT
  • Conduct HES training and communicate best practices across facilities.

  • Maintain safety documentation to meet OSHA, PSM, DOT, and company requirements.

  • Support and maintain safety programs, including:

    • Critical Life-Saving Rules
    • Management of Change (MOC) and Pre-Startup Safety Reviews (PSSRs)
    • Employee engagement and safety recognition programs
  • Track and analyze safety metrics, including:

    • Incident rates
    • Safety observations
    • Hazard recognition activities
    • Inspection findings
  • Manage:

    • Industrial hygiene programs
    • Medical surveillance programs
  • Lead incident investigations using root-cause methodologies (e.g., Cause Mapping).

  • Communicate lessons learned and corrective actions.

  • Track and drive safety improvement initiatives.

Emergency Response & Compliance Integration
  • Support and maintain Emergency Response Plans (ERPs) and coordinate drills and exercises.

  • Provide field support for spill response and incident management.

  • Integrate emergency preparedness into operations and training programs.

  • Ensure compliance with all applicable federal, state, and local environmental and safety regulations.

Security
  • Maintain and update facility security plans.

  • Ensure alignment with company and regulatory security requirements.

Regulatory Applicability & Change Management
  • Monitor and evaluate federal, state, and local regulatory changes and assess applicability to assigned facilities.

  • Implement updates to programs, procedures, and permits based on regulatory changes.

Contractor & Third-Party Oversight
  • Ensure contractors meet Sunoco HES training and program requirements in accordance with the contractor management program.

  • Oversee environmental contractors and consultants to ensure:

    • Deliverables meet regulatory requirements
    • Work is completed on schedule and within scope
Compliance & Oversight
  • Serve as the primary point of contact for regulatory agencies.

  • Ensure completion of:

    • Routine compliance reporting
    • Recordkeeping requirements
    • Permit-driven obligations
  • Support the development and implementation of HES policies and procedures.

  • Drive continuous improvement through:

    • Audits
    • InvestigationsBest-practice sharing
Management Reporting
  • Prepare and present compliance status reports, key performance indicators, and risk updates to leadership.

Requirements

2-5 years of relevant experience and a bachelor's degree or equivalent experience

Key Capabilities
  • Strong knowledge of:

    • Environmental regulations, including RCRA, Clean Air Act, and water compliance requirements
    • NSPS, MACT, emissions calculations, and air compliance programs
    • OSHA regulations, Process Safety Management (PSM), and DOT requirements
  • Experience managing:

    • Air compliance programs
    • Hazardous waste programs
    • Stormwater and wastewater systems
    • Safety programs, including industrial hygiene, medical surveillance, contractor safety, and regulatory compliance initiatives
  • Demonstrated ability to:

    • Lead incident investigations using root-cause analysis methodologies
    • Conduct risk assessments and hazard evaluations
    • Develop and deliver HES training programs
    • Manage regulatory interactions and inspections
    • Influence and promote a positive safety culture across multiple facilities
    • Lead cross-functional compliance and continuous improvement initiatives
