Job summary

Family Building Blocks is seeking a passionate, experienced leader to join our team as the Healthy Families Assistant Program Manager. This role supports the Healthy Families Home Visiting Supervisory Team and ensures program excellence in line with HFO/HFA standards and trauma-informed practice.

You will work with the Healthy Families Program Manager, supervise staff, participate in accreditation activities, and help deliver high-quality services to children and families in our community.

Qualifications

• Master's degree in Public Health or related field, or equivalent.
• 2+ years supervisory experience and staff development focus.
• Experience leading diverse teams with cultural responsiveness.
• Administrative experience in human services with QA/CQI.
• Home visiting experience with prenatal through age 3.
• Strong organizational, written and verbal communication.
• Must pass pre-employment drug screening and background check.

Responsibilities

• Provide leadership and direction across all Healthy Families program components.
• Supervise Home Visiting Supervisors and Intake staff using trauma-informed practices.
• Ensure staff supervision, support, and professional development.
• Oversee quality assurance, program evaluation, and reporting.
• Collaborate on hiring, onboarding, and retention efforts.

Education

Master's degree in Public Health or related field

Bachelor's degree + 3 years related experience

Healthy Families Assistant Program Manager

Family Building Blocks is seeking a passionate, experienced, and collaborative leader to join our team as the Healthy Families Assistant Program Manager. This position is an integral member of the Service Delivery Management Team and plays a key role in ensuring the highest quality home visiting services are delivered to children and families throughout our community.

The Healthy Families Assistant Program Manager reports directly to the Healthy Families Program Manager and is responsible for leading, supporting, coaching, and energizing the Healthy Families Home Visiting Supervisory Team. This position ensures program excellence through adherence to Healthy Families Oregon (HFO) and Healthy Families America (HFA) standards, trauma-informed best practices, and attachment-focused approaches informed by Zero to Three.

Position Summary

The Healthy Families Assistant Program Manager provides leadership, supervision, quality assurance oversight, and operational support to ensure effective program implementation and exceptional service delivery. The position fosters a strengths-based, reflective, and trauma-informed culture that supports both staff development and positive outcomes for children and families.

Essential Functions & Duties

Supervision

• Partner with the Healthy Families Program Manager to provide leadership and direction across all components of the Healthy Families Program.
• Supervise, coach, mentor, and support Home Visiting Supervisors and Intake staff using strengths-based, trauma-informed, and reflective supervision practices.
• Ensure direct service staff receive appropriate supervision and support.
• Carry out supervisory responsibilities in accordance with Family Building Blocks policies and applicable laws.
• Conduct performance evaluations and support professional development planning.
• Observe case conferences between supervisors and home visitors, providing ongoing feedback and coaching.
• Ensure supervisors appropriately elevate cases involving imminent harm, threatened harm, abuse, or neglect and support referrals to Child Protective Services and law enforcement as required.
• Collaborate with the Healthy Families Program Manager on hiring, onboarding, staffing, and retention efforts.
• Support orientation of new staff and oversee ongoing training and Individual Staff Training Plans.
• Review attendance, PTO requests, work schedules, and related documentation.
• Participate actively in organization-wide and program-specific meetings.
• Model, uphold, and enforce Family Building Blocks and Healthy Families program standards, policies, and procedures.

Program Standards & Quality Assurance

• Complete all required Healthy Families trainings and remain current on program standards and expectations.
• Collaborate with the Data Team and Program Manager to implement quality assurance strategies that support effective service delivery.
• Assist in developing systems for ongoing monitoring, program evaluation, and reporting.
• Monitor performance indicators including:
• Home visit completion rates
• Family enrollment and acceptance
• Family retention
• Other quality assurance metrics
• Support implementation of program changes and communicate expectations to the supervisory team.
• Participate in Healthy Families America and Healthy Families Oregon accreditation activities and site visits.
• Oversee Medicaid Administrative Time Studies and ensure timely and accurate completion by staff.
• Review Supervisor Notebooks and conduct supervision shadows to support program quality and compliance.

Other Program Activities

• Foster an inclusive environment that values volunteers and student interns.
• Provide learning opportunities and mentorship to volunteers and interns.
• Attend trainings, professional development opportunities, and program meetings.
• Perform additional duties and special projects as assigned.

Minimum Qualifications

• Master's degree in Public Health, Human Services Administration, or a related field; OR
• Bachelor's degree in a related field plus three years of relevant experience; OR
• Equivalent combination of education and extensive Healthy Families America experience.
• Minimum of two years of supervisory experience.
• Experience leading and supporting diverse teams with humility and cultural responsiveness.
• Administrative experience in human services or related fields, including quality assurance and continuous quality improvement.
• Demonstrated commitment to reflective practice and reflective supervision.
• Experience implementing family-centered and strengths-based services.
• Experience serving culturally diverse communities and families.
• Home visiting experience, particularly with prenatal through age three populations.
• Experience supporting high-risk families while maintaining compliance with program standards.
• Strong organizational, time management, and documentation skills.
• Excellent verbal, written, and interpersonal communication skills.
• Demonstrated ability to motivate, train, and support staff.
• Proficiency with Microsoft Office Suite and ability to learn new software systems.
• Ability to manage multiple priorities and exercise sound judgment.
• Successful completion of a pre-employment drug screening.
• Successful completion of a criminal background check.

Preferred Qualifications

• Master's degree in Public Health, Human Services Administration, or a related field.
• Experience serving as a Healthy Families Supervisor.
• Infant Mental Health Endorsement.
• Experience working within nonprofit organizations and community partnerships.
• Bilingual English/Spanish.

Additional Requirements

• Serve as a Mandated Reporter and report suspected child abuse or neglect in accordance with Oregon law and agency policy.
• Maintain a valid driver's license, acceptable driving record, and proof of auto insurance throughout employment.
• Maintain a drug-free workplace status and acceptable criminal history record throughout employment.

Expected Hours of Work

• This position requires flexibility to meet program and family needs. Occasional early mornings, evenings, and extended workdays may be required.
• Occasional travel is required for trainings, meetings at Family Building Blocks locations, community partner meetings, accreditation activities, and other program-related events.
