Position Overview

Rubrum Advising is seeking a Government Affairs / Health Policy Manager to support its growing policy practice. The ideal candidate will bring 5–8 years of substantive legislative and/or regulatory experience, ideally within Congress, federal health agencies (e.g., CMS, HHS, etc.).

The Manager will work closely with Rubrum’s leadership team and clients on a diverse range of federal health policy issues. These include—but are not limited to—Medicare coverage and payment, regulation of novel diagnostics and technologies, federal agency engagement strategy, and legislative tracking and advocacy.

Key Responsibilities

  • Support policy development and strategy related to health technology coverage, broad Agency regulation, and Congressional advocacy strategy.
  • Monitor and analyze legislative and regulatory developments relevant to Rubrum clients.
  • Draft policy memos, federal agency comment letters, and legislative language.
  • Assist in crafting Congressional briefing materials and agency engagement strategies.
  • Contribute to client deliverables, reports, and presentations with high analytical and editorial standards.
  • Engage with stakeholders across the public and private sectors, including trade associations, patient groups, and professional societies.
  • Represent Rubrum in virtual and in-person meetings as needed.

Qualifications

  • 5–8 years of experience in a health policy role, including time in Congress, a federal agency (CMS, FDA, etc.), or a policy-focused firm.
  • Strong understanding of U.S. healthcare legislation and federal regulatory processes.
  • Demonstrated experience working on or analyzing Medicare regulation, diagnostics regulation, medical device regulation, drug regulation, or health technology reimbursement policy.
  • Excellent writing and analytical skills; ability to produce high-quality, client-ready materials on short deadlines.
  • Master’s degree in Public Policy, Public Health, Health Administration, or related field strongly preferred.
  • Ability to work independently in a remote setting, while also collaborating with internal teams and external clients.
  • Preference given to candidates residing in the Washington, D.C. metropolitan area.
