Summary
Job Summary

Oversees the daily activities of analysts including the analysis of financial information, health outcomes, health care cost and utilization studies. Performs statistical analysis using SAS and other analytical tools. Assists the Director in developing a long-term departmental analytics strategy. Responsible for managing projects, tracking, reporting, and developing staff.

Responsibilities
Essential Responsibilities
  • Develop analytical plans and lead financial analysis, regulatory reporting, health outcomes, and utilization studies.
  • Develop and implement analytic methods, including statistical analysis plans and reporting formats.
  • Maintain and document data tables and data mart resources.
  • Analyze administrative data for quality, validity, and reliability.
  • Use SAS and other software to process data.
  • Create reports in various formats including tables, graphs, and charts.
  • Collaborate with internal and external stakeholders to deliver data products.
  • Plan and manage data systems and projects.
  • Understand departmental functions and their relation to the organization.
  • Incorporate best practices and manage team projects.
  • Perform additional duties as assigned.
Management and Leadership
  • Hire, supervise, coach, and mentor staff.
  • Support strategic planning and organizational direction.
  • Engage with stakeholders and support training initiatives.
  • Ensure team receives necessary resources and training.
  • Provide feedback, recognition, and ensure high-quality customer service.
  • Participate in performance reviews and HR functions.
Organizational Responsibilities
  • Align work with the organization’s mission, vision, and values.
  • Promote diversity, equity, and inclusion.
  • Support strategic goals and adhere to policies and compliance.
Minimum Requirements
  • Seven years’ experience analyzing health insurance, claims, and financial data using SAS or similar tools.
  • Experience leading complex analysis and reporting projects.
Preferred Qualifications
  • Master’s degree in a related field.
  • At least 2 years’ supervisory experience or 1 year with CareOregon’s Aspiring Leaders Program.
Knowledge, Skills, and Abilities

Must have advanced knowledge of SAS, understanding of Managed Care, Medicaid, Medicare, and strong leadership, communication, and data analysis skills.

Working Conditions
  • Indoor/Office environment, no patient-facing duties.
  • May involve travel, ergonomic hazards, and use of office equipment.
