Job summary

AR Dept of Human Services seeks a Health Program Supervisor/Expert to support the Director of Substance Use Services in overseeing prevention, treatment, and recovery grant programs while serving as the State Opioid Treatment Authority (SOTA).

The role administers SAMHSA-funded grants and provider contracts, ensures licensure standards and regulatory compliance, and provides technical assistance to treatment providers across state agencies and national partners to strengthen substance use

Qualifications

• Strong knowledge of substance use disorder prevention, treatment, and recovery systems and evidence-based practices.
• Experience managing SAMHSA-funded grants, budgets, reporting requirements, and provider contracts.
• Supervisory and leadership experience including staff management and program oversight.
• Clinical licensure or certification in behavioral health (LMSW, LCSW, LADAC, or equivalent) at Master degree level or higher.
• Strong organizational, analytical, and communication skills with ability to collaborate across agencies and organizations.

This Health Program Supervisor/Expert position supports the Director of Substance Use Services in overseeing Arkansas's prevention, treatment, and recovery grant programs while serving as the State Opioid Treatment Authority (SOTA). The role administers and monitors SAMHSA-funded grants and provider contracts, ensures licensure standards and regulatory compliance, provides technical assistance to treatment providers, and coordinates with state, federal, and national partners to strengthen substance use services statewide.

Key qualifications:

• Strong knowledge of substance use disorder prevention, treatment, and recovery systems and evidence-based practices
• Experience managing SAMHSA-funded grants, budgets, reporting requirements, and provider contracts
• Supervisory and leadership experience including staff management and program oversight
• Clinical licensure or certification in behavioral health (LMSW, LCSW, LADAC, or equivalent) at Master degree level or higher
• Strong organizational, analytical, and communication skills with ability to collaborate across agencies and organizations
• Bachelor's degree in public health, health science, social work, or related field plus three years public health experience and one year supervisory experience
