About this Role

HCBS Operations Specialist Wanted! Within the Integrated Systems of Care Division, our HCBS Operations and Contracts Section is searching for an individual skilled in operational support and leading/facilitating projects. Skills in planning and organization, team leadership, internal/external communications and MS/Adobe office software proficiency are essential. The work performed is essential for the Californians we service, so join us to make a difference .

This position has been advertised as limited term and is expected to last 12 months. This limited term position may be extended up to 24 months if supported by workload or may become permanent if workload becomes permanent.

Who May Apply

Individuals who are currently in the classification, eligible for lateral transfer, eligible for reinstatement, have list or LEAP eligibility, are in the process of obtaining list eligibility, or have SROA and/or Surplus eligibility (please attach your letter, if available). SROA and Surplus candidates are given priority; therefore, individuals with other eligibility may be considered in the event no SROA or Surplus candidates apply. Individuals who are eligible for a Training and Development assignment may also be considered for this position(s).

1. Exercise a high degree of initiative and discretion while working on a variety of highly sensitive and complex cross-cutting projects and special assignments

2. Planning and Organizing - The ability to define tasks and milestones to achieve objectives, while ensuring the optimal use of resources to meet those objectives.

3. Team Leadership - The ability to effectively manage and guide group efforts. This includes providing the appropriate level of feedback concerning group progress.

4. Communication - The ability to listen to others and communicate in an effective manner. The ability to communicate ideas, thoughts, and facts in writing. The ability/skill to use correct grammar, correct spelling, sentence and document structure, accepted document formatting, and special literary techniques to communicate a message in writing.

5. Technological proficiency - Ability to effectively use and understand software necessary for job functions (MS Office, Adobe Pro, etc.).

Telework and Salary Information

Telework: This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’ Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.

Personal Leave Program (PLP) 2025 agreement

Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
