Job summary

California Department of Health Care Services (DHCS) invites applications for an Innovation Specialist position. This role acts in a lead capacity for large-scale projects, contract procurement and evaluation, and analysis of bills and regulations.

The Innovation Health Program Specialist II will advance enterprise-level solutions and continuously promote innovation and efficiencies across Program Operations and the Department.

Qualifications

  • Experience with workflow management and optimization.
  • Strong problem-solving skills and the ability to anticipate project needs.
  • Experience developing and delivering technical assistance and capacity-building initiatives.
  • Experience supporting and training staff and community partners that are unfamiliar with research, to collect, manage, and analyze data.
  • Ability to analyze, think logically, interpret technical data, and make sound decisions.
  • Intermediate to advanced experience with Microsoft suite, technology, software tools, etc.
  • Ability to manage multiple tasks and deadlines simultaneously.
  • Ability to facilitate.
  • Receptive to feedback.

About this Role

The Business Innovation Branch of the Program Operations Deputy Director's Office serves as the innovation arm for both Program Operations and the Department. Under the general direction of the Supervisor II, the role of the Innovation Health Program Specialist II acts in a lead capacity for large scale projects, contract procurement and evaluation, and analysis of bills and regulations. This also include work on projects related to technical enhancements, including enterprise level solutions, and continuously promoting innovation and efficiencies throughout Program Operations and the Department.

Telework and Salary Information

Telework: This position is currently eligible for telework. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS' Telework Program and Government Code sections 14200-14203. Telework is available to California residents, and proof of residency may be required. Business travel may be required, and reimbursement considers an employee’s designated office and residence subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate. The DHCS office location for this position is 840 Stillwater Rd, West Sacramento, CA 95605. Salary: Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the temporary Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee receive a temporary reduction in pay in exchange for PLP 2025 leave credits. The temporary salary reduction percentage and the number of PLP 2025 leave credits are based on the position’s associated bargaining unit.
