Job summary

Mecklenburg County Public Health is seeking a Health Program Manager to assess, coordinate, and evaluate chronic disease prevention and food security programs. This role manages contracts, grants, and partnerships to reduce health disparities through policy and community engagement.

The incumbent will lead program development, comply with regulatory requirements, and partner with county departments and external agencies to deliver high-impact, customer-oriented services.

Qualifications

• Minimum of six years of public health, healthcare and/or regulatory experience.
• One year of supervisory experience or completion of an approved supervisory training program.
• Requires a valid driver’s license and MVR check.

Position Summary

Assess, coordinate, report, and evaluate the operational functions of Mecklenburg County Health Department chronic disease prevention and food security programs to ensure high-impact, cost-effective, and customer-oriented services are provided. The Health Program Manager will be required to manage programs, contracts/grants, and partnerships in accordance with agreed-upon chronic disease prevention program management. This managerial position is responsible for the development or review of programs, grants, policies, and procedures that adhere to local, state, and/or federal legal and regulatory requirements of assigned programs. The position works with the Senior Health Manager of the Office of Chronic Disease Policy & Prevention, County departments, and community partnerships to reduce the burden of chronic disease health disparities through food security, tobacco prevention, and built environment initiatives, partnerships, and policy advocacy. Ensure the team is compliant with the operational functions of their jobs. This role emphasizes data-based approaches to improving processes for sustainable solutions through policies, systems, and environments.

Essential Functions

• Interpret and ensure compliance with program policies, procedures and standards
• Manage and direct day to day services staff and resources of assigned health programs
• Participate in community level planning to develop partnerships with healthcare providers and areas of collaborative practice to ensure programs’ needs are met
• Assist with identifying funding opportunities and developing funding proposals
• Participate in the development of policies and procedures for assigned area of responsibility
• Oversee education programs based on needs of target population
• Manage routine financial, service, and strategic planning reporting, including responding to data requests from County leadership.
• Collaborate effectively with external partners and community agencies
• Provide leadership for assuring and coordinating the availability of services to participants receiving health department services
• Respond in cases of urgent and/or emergent events that require public health interventions. Employees may be trained for and assigned duties unrelated to their regular work; work outside normal business hours and workdays and/or in a different work location may be required. Emergency events include, but are not limited to, communicable disease outbreaks, severe weather situations (e.g. snow or ice storms, tornados, hurricanes), natural disasters (e.g. earthquakes), fire, or power outages, and acts of terrorism.

Minimum Qualifications
