Job summary

Jobtailor seeks a senior contract management professional to support the OHEHR Executive Team. You will oversee development, approvals, and administration of contracts while guiding staff and ensuring compliance with federal and state requirements.

You will manage vendor relationships, claims processing, and access to health services for American Indian Nations in New York State, driving health equity initiatives and policy improvements across programs.

Qualifications

  • Bachelor's degree in a related field with four years of personnel, fiscal, or operational administration experience.
  • Associate degree with six years of experience, or eight years in such roles.
  • At least two years of supervisory or program management experience.
  • Master's degree may substitute for one year of general experience.
  • Experience applying health equity frameworks in public health or related settings.
  • Experience with contract and fiscal management.
  • Experience collaborating with Tribal Nation communities and sovereign nation protocols.
  • Experience guiding grant-funded contractors and stakeholders.
  • Experience managing relationships with health programs, providers, and local health departments.
  • Experience ensuring regulatory and legal compliance.
  • Experience with health outreach, referrals, and contract management.
  • At least two years delivering presentations and reports.
  • Willingness to travel up to 25%.

Responsibilities

  • Oversee program contract management, administration, and development activities implementing Executive Team priorities.
  • Oversee contract development, documentation review and approvals, and implementation of work.
  • Provide guidance to staff and contractors on questions and issues.
  • Ensure compliance with federal and state requirements.
  • Conduct vendor management and operations.
  • Oversee contracting and payment processing, including auditing reimbursement claims.
  • Oversee contracts, claims payments, and access to services for American Indian Nations in NYS.
  • Identify and implement policy and program improvements addressing health needs.
  • Perform other duties as assigned.

Job description

  • Oversee program contract management, administration, and development activities supporting OHEHR Executive Team priorities and initiatives
  • Oversee contract development, documentation review and approvals, and implementation of work
  • Provide guidance to staff and contractors on questions and issues
  • Ensure compliance with federal and state requirements
  • Conduct vendor management and operations
  • Oversee contracting and payment processing functions, including auditing reimbursement claims
  • Oversee provision of contracts, claims payments and processing, and access to medical, dental, vision, and pharmacy services for members of recognized American Indian Nations in New York State
  • Identify, pursue, and implement policy, operational, and programmatic improvements addressing American Indian and Native health needs
  • Perform other appropriate duties as assigned
Requirements
  • Bachelor's degree in a related field and four years of experience in personnel, fiscal, or related operational administration; OR Associate degree and six years of such experience; OR eight years of such experience
  • At least two years of experience must include supervision of staff and/or program management
  • A Master's degree in a related field may substitute for one year of general experience
  • Work experience applying health equity frameworks or practices in public health, healthcare, community, or related settings
  • Experience with contract and fiscal management
  • Experience working collaboratively with Tribal Nation communities and knowledge of protocols for working with sovereign nations
  • Experience providing guidance, technical assistance, and related support to grant-funded contractors, applicants, and stakeholders
  • Experience managing collaborative relationships with public health programs, medical facilities, providers, and local health departments
  • Experience ensuring compliance with state and federal regulatory and legal requirements
  • Experience with public health outreach, prevention, referral, case and contract management, and education activities
  • At least two years of experience developing and delivering presentations and reports
  • Strong organizational and interpersonal skills
  • Valid and unrestricted authorization to work in the U.S.; visa sponsorship is unavailable
  • Must reside within a reasonable commuting distance of the official work location
  • Must be located in or willing to relocate to New York, New Jersey, Connecticut, Vermont, or Massachusetts before hire
  • Travel up to 25% of the time
  • Compliance with time and effort reporting, grant deliverables, and contract deliverables
  • May be required to work weekends, after-hours, and holidays
