Our 2021-2023 strategy emphasizes working with governments and partners to strengthen private sector engagement, facilitate public funding for private healthcare, and incorporate self-care and digital health into health systems. The Health Systems Accelerator (HSA) leads this work, helping PSI contribute to country efforts toward UHC.

What We Are Looking For

PSI country teams are aligning their strategies with PSI’s Global Strategy to Scale Consumer Powered Healthcare and developing operational plans for 2021-2023. The HSA is building a roster of health financing / mixed health systems consultants to support PSI country teams in eastern and southern Africa in strategy alignment, planning, and implementation.

We seek experienced professionals with a strong understanding of health financing and systems, strategic and analytical skills, experience working with governments on health reforms, especially private sector roles, and fundraising expertise. Selected consultants may also support the HSA directly.

Your contribution

You will work with PSI Country Representatives under the supervision of the Senior Strategy and Health Financing Advisor, receiving guidance from HSA and other departments as needed. Your work may include:

• Conducting health system and financing landscaping through document reviews and interviews, developing tools for these exercises.
• Supporting country teams in identifying opportunities, defining priorities, and translating them into activities.
• Aligning operational plans with budgets and workplans.
• Crafting proposals and investment cases to mobilize funding.
• Conducting analytical work to generate evidence on innovative approaches.
• Documenting and packaging learnings to communicate PSI’s work effectively.
• Developing capacity-building materials for PSI and country teams in relevant areas.

Your profile

Ideal candidates will have:

• A graduate degree in Health Economics, Health Financing, or related fields.
• At least 10 years of experience in international development, with increasing responsibility.
• Minimum 5 years of relevant experience in health financing and system reforms, preferably with governments.
• Experience in program institutionalization within government systems.
• Experience working with diverse stakeholders, including donors.
• Strong strategic, analytical, interpersonal, writing, and presentation skills.
• Fluency in English; proficiency in French, Spanish, or Portuguese is a plus.
• Based in eastern or southern Africa preferred.

Specifics

The position involves an Indefinite Quantity Contract (IQC) for one year, with individual task orders detailing scope, deliverables, and timelines.
