Job summary

The DC Health Benefit Exchange Authority is seeking a Program Analysis Officer to oversee account managers assisting small businesses and employees with DC Health Link enrollment and related technical support.

You will develop and implement policies for eligibility and enrollment, provide guidance to the Program Manager, and supervise staff to ensure timely, accurate processing and effective cross‑divisional collaboration.

Qualifications

• Specialized experience in DC Health Link eligibility and enrollment processes is required.
• Ability to develop and evaluate policies for enrollment and contact center operations.
• Experience supervising staff and coordinating cross-divisional work.

Responsibilities

• Develops and oversees policies and procedures for DC Health Link individual eligibility and enrollment processes.
• Evaluates policies to improve efficiency and effectiveness of the enrollment program and the Contact Center.
• Oversees staff who work with the Contact Center on emergent issues impacting DC Health Link consumers.
