Job description

Cogent Infotech Corporation is seeking a strategic and hands-on Head of Technical Solutions to lead solution architecture, technical pre-sales, account/contract growth and delivery strategy for our U.S. government consulting business including Federal, State, Local Government customers.

The primary objective for this individual (75% of your time) will be to increase the revenue that is generated from our existing Government Consulting Contracts. The other 25% of your time will be spent on the following areas: Building and maintaining a team of key Technical SME’s in India/US to support technical requirements, joining prospective sales calls as the Technical SME, supporting proposal initiatives by providing key technical content and insights and building key strategic partnerships with technology companies. You’ll be working closely with our clients and sales team to build winning strategies and solutions.

The ideal candidate combines strong technical experience especially in the areas of Cyber and AI with a practical understanding of Government Contracting, proposal development, and distributed delivery. The role requires demonstrated success working with offshore engineering and delivery teams in India while maintaining the security, compliance, quality, and communication standards expected by U.S. government customers.

This position reports to the Executive Vice President and works closely with business development, Account Management, capture management, program delivery, security, technology sme’s, compliance, and offshore engineering teams.

Key Responsibilities

Technical Strategy and Leadership

  • Define and lead the company’s technical solutions strategy for government customers.
  • Establish reference architectures, technology standards, solution-development processes, and reusable technical assets.
  • Build strong strategic technology partnerships
  • Provide executive-level technical guidance for strategic pursuits, partnerships, and delivery programs.
  • Recruit, mentor, and develop solution architects, technical leads, and engineering managers.
  • Balance innovation with security, compliance, operational practicality, and total cost of ownership.

Federal Solutions and Capture Support

  • Partner with business development and capture teams to analyze solicitations, statements of work, performance work statements, and requests for information or proposals.
  • Lead the technical solution for RFIs, RFPs, task-order responses, oral presentations, demonstrations, and customer workshops.
  • Develop solution architectures, implementation approaches, staffing models, transition plans, technical roadmaps, and basis-of-estimate inputs.
  • Write and review clear, compliant, and persuasive technical proposal content.
  • Participate in color-team reviews and ensure proposed solutions are feasible, differentiated, compliant, and competitively priced.
  • Engage government stakeholders to understand mission needs, technical constraints, acquisition objectives, and desired outcomes.
  • Support technical discussions with teaming partners, subcontractors, cloud providers, and software vendors.

Solution Architecture and Delivery Oversight

  • Design secure and scalable solutions across areas such as cloud modernization, application development, data and analytics, artificial intelligence, DevSecOps, cybersecurity, infrastructure, and managed services.
  • Translate business and mission requirements into technical architectures and actionable delivery plans.
  • Ensure consistency between proposed solutions, contract commitments, staffing assumptions, and delivery execution.
  • Conduct architecture, design, security, and operational-readiness reviews throughout the program lifecycle.
  • Support program teams in resolving complex technical, performance, integration, and delivery issues.
  • Define technical quality measures and monitor solution performance, reliability, security, and customer outcomes.

Offshore Delivery Leadership

  • Establish an effective operating model between U.S.-based customer-facing teams and offshore delivery teams in India.
  • Determine which activities may be performed offshore based on contract terms, data restrictions, security requirements, export controls, and customer approval.
  • Create clear governance for requirements, architecture, engineering, testing, release management, documentation, and escalation.
  • Implement overlapping work hours, communication routines, decision logs, and handoff procedures across time zones.
  • Ensure offshore teams understand customer mission objectives, acceptance criteria, quality expectations, and contractual obligations.
  • Work with India-based leaders on workforce planning, skills development, delivery capacity, performance management, and retention.
  • Maintain strong controls around system access, source code, government information, controlled unclassified information, and other sensitive data.
  • Continuously improve offshore delivery quality, predictability, productivity, and cost effectiveness.

Security, Risk, and Compliance

  • Incorporate security and compliance requirements into solutions from the earliest stages of capture and design.
  • Collaborate with security and compliance leaders on applicable frameworks and obligations, including NIST standards, FISMA, FedRAMP, CMMC, Zero Trust principles, and agency-specific requirements.
  • Understand how FAR, DFARS, contract clauses, data-location requirements, and organizational conflict or supply-chain considerations may affect solution design and delivery.
  • Ensure proposed technologies and delivery locations comply with contract requirements and customer restrictions.
  • Identify technical, security, staffing, schedule, and offshore-delivery risks and develop realistic mitigation plans.
  • Promote secure software development and DevSecOps practices across U.S. and India-based teams.

Required Qualifications

  • Bachelor’s degree in computer science, engineering, information systems, or a related discipline, or equivalent professional experience.
  • 10+ years of experience in technology consulting, solution architecture, software engineering, cloud services, or enterprise IT.
  • 5+ years in a senior technical leadership, chief architect, solutions director, or comparable role.
  • 5+ years of experience working with India offshore to include managing and growing Technical Teams to support US Customers
  • At least 3 years of experience supporting US Government customers acting as a key project liaison (Sales/Technical SME) and responsible for account growth and revenue generation.
  • Proven success developing technical solutions for proposals, capture efforts, and competitive procurements.
  • Strong knowledge of modern Cyber Security and AI solutions.
  • Experience developing technical estimates, staffing plans, delivery schedules, transition approaches, and risk-mitigation strategies.
  • Ability to communicate complex technical concepts clearly to government executives, contracting teams, program leaders, engineers, and nontechnical stakeholders.
  • Strong executive presence, negotiation skills, commercial judgment, and written communication ability.
  • Willingness to work flexible hours when necessary to collaborate with India-based teams and meet proposal or customer deadlines.
  • Ability to travel to customer, partner, and company locations as required.
