Job summary

Adams County Colorado seeks a Director to oversee the Head Start Program within the Human Services Department. This role coordinates with county agencies and drives policy, staffing, and program planning to meet goals for Education, Health, Nutrition, Disability, and Family Support.

You will lead budget development, grant applications, and compliance with federal, state, and local regulations while developing staff and fostering parent involvement in shared decision making.

Qualifications

• Four (4) years of increasingly responsible experience in education or human services programs including two (2) years of administrative and supervisory responsibility.
• Bachelor's degree from an accredited college or university.
• Possession of, or the ability to obtain, an appropriate, valid driver's license.

Responsibilities

• Assume oversight for all services and activities of the Adams County Head Start Program.
• Provide support to and develop the Head Start Policy Council to ensure effective development of policies, long term goals, staff hiring, selection criteria, and involvement of parents in a shared decision-making model.
• Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs including Education, Health, Nutrition, Disability, and Family Support; recommend appropriate service and staffing levels; administer policies and procedures.
• Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess workload, administrative and support systems, and internal reporting relationships; direct the implementation of improvements.
• Select, train, motivate, and evaluate Head Start Program personnel; provide or coordinate staff training; correct deficiencies; implement discipline and termination procedures.
• Plan, direct, coordinate, and review the strategy for the Head Start Program; meet with staff to identify and resolve problems; assign work activities, projects, and programs; monitor workflow; review and evaluate work products, methods, and procedures.
• Manage and participate in the development and administration of the Head Start Program annual budget; forecast funds; monitor expenditures; write grant applications.
• Serve as liaison for the Head Start Program with other County departments, divisions, and outside agencies.
• Provide staff assistance to the Human Services Division Deputy Director; prepare staff reports and correspondence.
• Conduct organizational studies and administrative reviews; propose modifications to Head Start programs, policies, and procedures.
• Attend and participate in staff meetings and program events; stay informed about trends and innovations in educational administration.
• Maintain knowledge of Head Start Act, licensing regulations, and state/federal memos.
• Respond to inquiries and complaints; ensure timely resolution.
• Communicate clearly and foster positive working relationships.
