Head Start/Pre‑K Teacher in Jefferson County
Eastern Panhandle Instructional Cooperative (TA Lowery Head Start) – Shenandoah Junction, West Virginia

Employment Term: 200 days
Salary: Based upon the EPIC FY’27 Professional Pay Scale with education and years of verified experience
Position Overview: EPIC Head Start values dedicated, creative, lifelong learners who support children, families, and peers. Our culture encourages support and determination while exceeding compliance with guiding regulations.
Responsibilities:
- Establish a safe and healthy classroom environment for students.
- Work collaboratively with the assigned assistant teacher(s), family advocates, and other support staff to build a positive team that supports students and families.
- Prepare and execute weekly, intentional, and detailed lesson plans.
- Provide warm, high‑quality adult/child interaction through modeled instruction and age‑appropriate physical activities in the classroom and outdoors.
- Perform developmental screenings and track children’s progress on program databases.
- Conduct independent home visits and parent conferences.
- Involve parents directly in classroom activities.
- Participate in professional development as assigned or needed.
- Maintain the appropriate WV certification required to serve as lead Pre‑K teacher (full WV professional teaching license with Pre‑K endorsement or current long‑term substitute permit).
- Other reasonable duties as assigned.
Qualifications:
- Must hold or be eligible to obtain a WV Department of Education Professional Teaching license with the Pre‑K endorsement. Candidates with a WV Long‑Term Substitute Teaching Permit with the Pre‑K endorsement will be considered if no fully qualified applicants are available.
- Must be able to pass a Federal background check and DHHR background check.
- Must have a current driver’s license and reliable transportation to conduct independent home visits (travel reimbursement is provided).
- Preference for candidates who have experience working with young children.
- Preference for candidates who are bilingual or multilingual, especially fluent in Spanish.
- Must be at least 18 years old, hold a minimum BS/BA degree with a 2.0 GPA, complete an approved WV Substitute Teacher Training course, and pass a Federal background check.
The following applicants will not be considered: those dismissed or having contracts non‑renewed for cause, recent unsatisfactory evaluations, unsatisfactory interview performance, or unfavorable reference recommendations.
Additional Requirements:
- Demonstrate verbal and written English proficiency.
- Adhere to Head Start Performance Standards, EPIC and Early Head Start/Head Start/Pre‑K policy and procedures, the NAEYC Code of Ethics, and childcare regulations.
- Participate in meetings, professional development, and continuing education as required.
- Prepare and submit written reports as required.
- Maintain drug‑free, TB‑free status and other statutory requirements.
- Maintain CPR and First Aid certification if required; maintain Food Handlers Card if required.
- Demonstrate sensitivity to diversity and foster an inclusive, equitable workplace.
Physical Demands: The position requires strenuous activity on a daily basis, including frequent standing, bending, squatting, kneeling, lifting, and traveling to homes, offices, and outdoor venues. Candidates must be able to transport themselves by vehicle and work in various weather conditions.
Reports To: Head Start County Manager, Head Start Director, and EPIC Administrator.
Conditions of Employment: Recommended by the Head Start Director and EPIC Administrator; confirmed by the EPIC Regional Council and Head Start Policy Council.
