Description

SUMMARY:

In compliance with Federal Law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.


Working under general direction and with considerable difficulty, this position is responsible for managing the maintenance, repair, construction, and renovation of all Head Start buildings, facilities, and equipment to provide a safe and healthy environment for all program staff, children, and families.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Plans, organizes, and directs the maintenance and repair of all Department buildings, facilities, and grounds to ensure federal, state, and local regulatory compliance and optimal site operations
  • Develops specifications, plans, and cost estimates for new construction and renovation projects to ensure high quality, cost-effective solutions for the Department
  • Conducts the procurement process for all purchases and contracts to ensure compliance with agency procurement policies and procedures
  • Monitors construction contracts to ensure high quality materials and workmanship, adherence to contract timelines and budget, and regulatory compliance
  • Supervises grounds maintenance staff and coordinates all grounds maintenance operations to ensure a safe and healthy environment for staff, children and families
  • Coordinates and schedules the maintenance and repair of the vehicle fleet (approximately 50 vehicles) to ensure safe and reliable transportation for program staff
  • Develops and maintains an equipment maintenance / replacement program to ensure alignment with performance standards and compliance with state, city, and county codes and regulations
  • Prepares and maintains comprehensive records of procurement processes, contracts, purchases, building data, building sites, and maintenance, to ensure appropriate program expenditures and compliance with agency procurement policies and procedures
  • Prepares and manages the annual budget for the grounds maintenance department to ensure the optimal utilization of staff
  • Develops a program for energy management to reduce expenditures and maximize program funding
  • Develops, plans, and implements enhanced building security to ensure the safety of children, staff, and families on site Serves as the on-call Department contact for security, fire, and other emergency building emergencies
  • Serves on the Emergency Response Management Team to assist in the development and implementation of health and safety policies and procedures as outlined in the Head Start Performance Standards

Performs other duties as assigned.

EDUCATION AND/OR EXPERIENCE:

Bachelor’s Degree from an accredited college or university with an emphasis in Construction Management, Public Administration, Business; 5 years’ increasingly responsible experience in construction and maintenance; including 2 years’ supervisory experience; OR an equivalent combination of education, training, and experience which demonstrates the ability to perform the duties of the position.

TRAVEL REQUIRED:

PHYSICAL REQUIREMENTS & WORK ENVIRONMENT:

Physical Activity: Frequent standing, walking, sitting, listening, talking. Occasional climbing ladders, digging/working in trenches, and working with mechanical parts, power tools, and equipment.

Physical exertion: ___ Sedentary; ___ Light; ___Medium; _X__ Heavy; ___ Very Heavy. Work involves exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.

Visual requirements: Close visual acuity for compiling and analyzing data; viewing a computer screen; and reading.

Working conditions: Occasional exposure to dangerous machinery, physical harm, hazardous chemicals, extreme weather conditions, and infectious disease.
