Abounding Rivers runs a Short-Term Residential Therapeutic Program (STRTP) in Los Angeles County. We serve foster youth, probation youth and young people with complex trauma histories. Our care is trauma-informed, culturally responsive and youth-centered, and it helps residents become stable and move toward permanency and lower levels of care.
The Role
The Head of Service (HOS) is our clinical leader. You’ll oversee all mental health services in the program, including their delivery and quality. You’ll also make sure we stay compliant with LACDMH, DHCS Specialty Mental Health Services, STRTP Mental Health Program Approval (MHPA), Community Care Licensing, DCFS, Medi-Cal and CARF standards. You’ll report to Executive Leadership.
What You’ll Do
- Clinical Leadership: Serve as the designated HOS. Guide the use of evidence-based practices such as TF-CBT and Motivational Interviewing, and consult on treatment planning and crisis stabilization.
- Clinical Supervision: Supervise licensed and unlicensed clinical staff, review and co-sign documentation, and lead case consultations and treatment team reviews.
- Program Oversight: Keep the program in line with MHPA requirements and prepare it for MHPA Version III. Take part in placement reviews and transition planning.
- Child and Family Teams (CFTs): Lead the clinical side of CFT meetings and coordinate with county staff, probation, schools, caregivers and community partners.
- Documentation and QA: Run chart reviews and audits. Make sure assessments, treatment plans, progress notes and discharge summaries are on time and meet DHCS, LACDMH and Medi-Cal standards.
- Medi-Cal Billing Compliance: Check documentation for medical necessity and billing compliance, train staff to fix gaps, and work with the billing team to reduce claim denials.
- Crisis and Risk Oversight: Support staff through suicide risk, self-harm, psychiatric emergencies, runaway risk and behavioral escalation. Take part in critical incident reviews and safety planning.
- Training and Program Development: Write clinical policies. Lead or coordinate training on trauma-informed care, suicide prevention, CSEC, documentation and risk management.
- Regulatory and Accreditation Readiness: Keep the program ready for LACDMH, DHCS, CCL, DCFS and CARF reviews, and lead corrective action plans when needed.
- Continuous Quality Improvement: Analyze outcome data, track how well treatment works, and recommend improvements.
