Job description

The client is seeking a Head of Programs and Impact to drive sustainable growth and strategic value through resource mobilization, program design, and impact measurement. The role ensures programs respond to the needs of member cities, align with the mission and strategy, and are cost-effective and impactful. It also leads the development of funding and partnership opportunities and designs initiatives to deliver tangible value through measurable outcomes.

The Head of Programs and Impact will provide leadership and strategic direction to a team responsible for implementing projects and meeting donor standards for reporting and impact. Responsibilities include identifying and designing programs aligned with member priorities, ensuring initiatives are feasible, financially sound, scalable, and structured around measurable results. The role will develop and integrate an impact measurement framework from inception, coordinating data collection, analysis, and monitoring to support learning and accountability across the organization.

In addition, the role owns the resource mobilization and fundraising strategy, securing financial and non-financial resources and introducing innovative finance mechanisms for member cities. The Head will identify, cultivate, and maintain relationships with institutional donors, foundations, public entities, and other partners, overseeing opportunity scanning, donor positioning, proposal development, and partnership building, while diversifying and expanding funding sources. The position also includes standard accountabilities for knowledge and information management, process optimization, organizational leadership and budget oversight, team management and performance development, and issue resolution within the assigned area.
