Job description

Citis Functions Technology is responsible for delivering Technology solutions to Citi's Functions organizations. Functions Technology's mission is to optimize Citi's Technology environment by delivering world-class applications, driving standardization of the production environment, reducing complexity, optimizing management of systems supporting global functions such as Compliance and Risk Management, and introducing innovative technologies that provide new business capabilities, reduce the technology total cost of ownership, and create a competitive advantage for Citi.

Within Functions Technology, Enterprise Risk Technology (ERT) supports global functions partners such as Enterprise Risk Management (ERM), Independent Compliance Risk Management (ICRM), Operational Risk, Model Risk, USPB Risk, and O&T COO Risk and Controls organizations. ERM covers Risk Identification, Risk Measurement, Appetite and Limits, Risk Analytics, New Activity Risk Management, Lines of Defense, Global Escalations, and Enterprise Risk Management Governance.

The Head of Enterprise Risk Technology Program Management will be responsible for Technology Program Management across all the Compliance and Risk Management books of work, with specific focus on regulatory deliverables and product management alignment. This Director will need to ensure proper stakeholder engagement and be the first point of escalation for program and project managers of all risks and issues impacting execution. They will need to ensure strong program and project management principles and discipline, together with solid product knowledge and depth, while ensuring adherence to Citi's Program Management policies and procedures.

The successful candidate will have excellent verbal and presentation communication skills; the role will require negotiating internally, as well as providing senior leadership with strong guidance toward solutions. The role will have full management responsibility for coordinating across multiple teams, including management of people, to include duties such as performance evaluation, compensation, hiring, disciplinary actions, and terminations, as well as budget approval.

Responsibilities :
  1. Lead the Technology Program and Project Management with focus on regulatory delivery and product design and architecture.
  2. Present Technology Initiative highlights and updates to Citi Leadership, Board, and Regulators as needed, with specific focus on risks, issues, and action plans.
  3. Lead the Book of Work activities from initiation through completion, such as directing and coordinating day-to-day activities with other execution partners (i.e., scrum teams, engineers, architects, application managers, Risk partners).
  4. Escalation contact for STLS, SMT, Program / Project managers on risks and issues.
  5. C-suite level internal and external reporting.
  6. Direct the communication of status, issues, and risk disposition to all stakeholders, including senior management, on a timely basis.
  7. Ensure all Program and Project managers are properly trained and are compliant with CPPMP / CPPMS.
  8. Ensure teams are within risk appetite for Tech and PM scorecards.
  9. Manage and oversee the BOW Cross Function Internal and External plan dependencies.
  10. Identify stakeholders in key organizations and build and manage relationships with each stakeholder.
  11. Direct the creation of multiple programs of work and manage their alignment to business goals.
  12. Lead the facilitation, coordination, and arbitration of cross-functional macro-level topics within / across programs and with Senior Management.
  13. Lead the identification and drive resolution of issues, including those outside established programs of work.
  14. Work with stakeholders to ensure program scope definition meets business objectives and partner with Program Sponsor to ensure business case / cost benefit analysis aligns with business goals.
  15. Drive adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
  16. Assist program team in negotiating for resources owned by other departments to ensure the program is completed within stated timelines.
  17. Manage a team of employees, coaching and evaluating performance, and making recommendations for pay increases, promotions, etc.

  2. Possess solid and in-depth knowledge of Financial Services, Risk Management, Risk and Controls, and Program Management.

  5. Ability to negotiate and influence at all levels, even in the absence of formal reporting relationships.
  6. Focus on Risk and Controls, putting diligent risk management and security at the core of everything they do.
  7. Be creative and innovative, bringing different angles to problems and providing new solutions through inclusion.
Qualifications :
  1. 15+ years of relevant experience, with at least 5 years of managerial experience.
  2. Substantial experience in Financial Services Risk Management, including regulatory remediation initiatives; experience working in a regulatory agency is a plus.
  3. Proven track record as a Program or Project Manager, leading, managing teams, and large, strategic cross-functional projects.
  4. Previous program/project management, consulting, technology, and/or management experience.
  5. CAPM, PMP, or equivalent certifications are a plus.
  6. Solid understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.
  7. Impactful delivery track record on business or risk function transformation.
  8. Subject Matter Expertise in risk and controls disciplines within technology processes.
  9. Ability to work under pressure and manage deadlines or unexpected changes.
  10. Strong communication skills (oral & written) for both technical and non-technical audiences.
  11. Passion for building great products to solve business problems.
  12. Extensive experience working with cross-functional partners in risk management, technology, and Front Line Units.
  13. Proven ability to manage senior internal relationships and lead change management efforts.
  14. Experience partnering with Program Management Office and business stakeholders.
  15. Proactive, goal-oriented strategic thinker with creative problem-solving skills.
Education :
  1. Bachelor's degree or equivalent; Master's degree and managerial experience are a plus.
