Job summary

Liberty Personnel Services, Inc. is seeking a senior leader to head education, workforce development and professional programming for a Philadelphia-based association tied to the building trades.

You will design curricula, drive strategic partnerships, and manage a multi-year roadmap aligned with member needs and industry trends. The role requires building credentialing pathways, overseeing delivery across formats, and guiding budget and grant-funded initiatives while coordinating with partners

Responsibilities

• Education and professional development - program design
• Build and maintain a multi-year curriculum roadmap grounded in member need, industry trends and workforce data
• Design and launch education, training and professional development programs from concept through delivery
• Develop stackable credentialing and certification pathways with partnerships
• Evaluate proposed programs for development, partnerships or licensing based on demand and financials
• Own instructional quality: instructor selection, participant assessment and outcomes tracking
• Manage delivery across in-person, virtual, hybrid and on-demand formats
• Evaluate and improve underperforming programs and identify subsidized strategic initiatives
• Set and execute workforce development strategy across the full pipeline
• Maintain partnerships with building trades, education providers, boards and community organizations
• Design and lead pipeline programming including career days, job fairs and recruitment sessions
• Build pathways into the industry for underrepresented populations
• Track hiring demand and publish annual workforce supply analysis
• Identify and administer grant, public and tax-credit funded opportunities
• Prepare and manage the annual budget with non-dues revenue targets
• Collaborate on sponsorship, advertising and promotion of education and workforce programs
• Oversee Tuition Reimbursement program and curriculum guide
• Report portfolio performance to leadership including program-level margins
• Coordinate safety services and calendar management for related training
• Develop safety programming to increase consultant utilization
• Directly supervise the Education & Workforce Development Coordinator and maintain clear division of labor
• Cross-train within the function to avoid single points of failure and document processes
