Job summary

Qualifications

• Master’s degree in Health Economics, Public Health, Medicine, Pharmacy, Life Sciences, or related field (MBA preferred).
• 10+ years of experience in Market Access, Health Economics, Reimbursement, or Healthcare Policy within medical devices, pharmaceuticals, or consulting.
• Fluency in written and spoken English is required.

Responsibilities

• Define and lead the Greater China HE&R strategy and goals in close partnership with General Managers and Commercial leadership.
• Partner cross-functionally with commercial, medical, regulatory, and government affairs teams to deliver integrated access strategies.
• Advise on health economics, reimbursement policy, pricing, and access trade-offs, including DRG/DIP, service fee dynamics, and NHIA/HTA processes.
• Demonstrate deep expertise in HSA frameworks and drive preparedness for evolving reimbursement policies.
• Drive engagement with national and provincial authorities, HTA bodies, NHIA, ministries, and clinical societies to secure access.
• Lead policy engagement at central and provincial levels in China, including advocacy and execution.
• Represent Abbott in trade associations and policy forums to shape the external reimbursement environment.
• Develop market-specific reimbursement strategies including hospital listing and Taiwan HTA/NHIA submissions.
• Monitor policy developments and translate insights into forward-looking access strategies.
• Anticipate risks and lead mitigation to protect and unlock business value.

Reporting to the Regional Director, APAC HE&R, the role ensures strong alignment with local commercial leadership, cross-functional partners (including Government Affairs, Regulatory, Clinical, and Marketing), as well as regional and global HE&R teams, while navigating complex and evolving healthcare systems.

Reporting to the Regional Director, APAC HE&R, the role ensures strong alignment with local commercial leadership, cross-functional partners (including Government Affairs, Regulatory, Clinical, and Marketing), as well as regional and global HE&R teams, while navigating complex and evolving healthcare systems.

The position drives readiness for priority portfolio products and delivers robust reimbursement strategies and stakeholder engagement to achieve access, reimbursement, and policy objectives that enable sustainable patient access and drive business growth.

This role requires strong on-the-ground engagement in Mainland China, reflecting the complexity, scale, and strategic importance of the market.

Core Job Responsibilities

• Define and lead the Greater China HE&R strategy and goals in close partnership with Business Unit General Managers and Commercial leadership, ensuring clear linkage to business objectives, portfolio priorities, and launch sequencing.
• Partner cross-functionally with commercial, medical, regulatory, and government affairs teams to deliver integrated and executable access strategies.
• Act as a strategic advisor to the business on health economics, reimbursement policy, pricing, and access trade-offs, including implications of DRG/DIP payment systems, medical service fee catalog dynamics, provincial and city-level listing strategies, hospital access pathways in China, and NHIA/HTA processes in Taiwan.
• Demonstrate deep expertise in China’s Healthcare Security Administration (HSA) frameworks and proactively drive Abbott’s preparedness for evolving reimbursement policies, including influencing coding, reimbursement classification, payment structures, and listing outcomes.
• Drive high-impact engagement with national and provincial HSA authorities, HTA bodies where relevant, NHIA (Taiwan), ministries, KOLs, and clinical societies to secure and expand reimbursement and access.
• In partnership with Government Affairs, lead strategic policy engagement at both central and provincial levels in China, including policy advocacy and shaping at the national level, combined with strong execution at provincial and local levels.
• Represent Abbott in key trade associations and policy forums (e.g., AdvaMed, AmCham, APACMED, etc.), shaping the external reimbursement and policy environment.
• Develop and execute market-specific reimbursement strategies, including DRG/DIP positioning, medical service fee catalog inclusion, provincial tendering and listing approaches, hospital access strategies, and Taiwan HTA and NHIA submission pathways.
• Monitor reimbursement, pricing, and policy developments and translate insights into forward-looking access strategies.
• Anticipate access risks, evidence gaps, and structural barriers early, and lead mitigation strategies to protect and unlock business value.
• Lead, manage, and develop HE&R teams across China and Taiwan, with full accountability for team performance, capability development, and talent growth.
• Lead and own execution of reimbursement and access submissions across markets, including provincial and hospital listing processes (China) and HTA/NHIA submissions (Taiwan), ensuring quality, consistency, and timeliness.
• Ensure effective localization and completion of evidence packages to meet country-specific requirements, retaining full accountability for outcomes.
• Provide robust country inputs into APAC portfolio planning and prioritization processes, including readiness assessments, access timelines, and evidence strategy considerations.
• Collaborate closely with APAC HE&R leadership and peers to align on strategic priorities, contribute to regional capability building, and drive sharing and adoption of best practices.

EDUCATION/QUALIFICATIONS/EXPERIENCE :

• Master’s degree in Health Economics, Public Health, Medicine, Pharmacy, Life Sciences, or a related field (MBA preferred).
• 10+ years of experience in Market Access, Health Economics, Reimbursement, or Healthcare Policy within medical devices, pharmaceuticals, or consulting.
• Deep expertise in healthcare systems, reimbursement pathways, and policy environments in Mainland China (essential), with working knowledge of Taiwan and/or Hong Kong preferred.
• Proven track record in securing reimbursement and influencing policy environments through stakeholder engagement and evidence-based strategies.
• Demonstrated success in leading complex reimbursement submissions and multi-market access strategies.
• Strong understanding of reimbursement processes, market access, payer systems, and evidence requirements across China, Taiwan, and Hong Kong.
• Experience leading and developing teams across multiple markets or geographies.
• Excellent stakeholder engagement, communication, and influencing skills within a matrixed regional and global organization.
• Fluency in written and spoken English is required.
