Job summary

Roanoke Redevelopment and Housing Authority is seeking a full-time HCV Specialist in Roanoke, VA to administer the Housing Choice Voucher program. You will manage eligibility, rent calculations, recertifications, and case processing while ensuring HUD compliance and accurate documentation for tenants and landlords.

Ideal candidates have strong knowledge of HCV/Section 8 rules, data entry skills, and a commitment to customer service.

Qualifications

• High school diploma or equivalent required; relevant degree preferred.
• Two years of experience in a public-facing role involving customer service, housing programs, social services, leasing, rent calculation, or similar administrative work.
• Experience with low-income populations or housing assistance programs preferred.

Responsibilities

• Process initial Housing Choice Voucher applications, determine eligibility, and request supporting documentation.
• Complete background checks, including criminal history screenings for applicants.
• Calculate housing assistance payments and tenant rent contributions based on income and family composition.
• Manage annual and interim recertifications, including updates to income, employment, and household changes.
• Maintain electronic case files, client records, and financial data in housing software and Excel systems.
• Process move-ins, moves, and termination actions, ensuring timely updates and proper documentation.
• Communicate with tenants and landlords regarding program rules, responsibilities, rent changes, and lease requirements.
• Generate and distribute notices, letters, and correspondence related to eligibility, rent adjustments, and program actions.
• Respond to client inquiries regarding charges, rent balances, maintenance issues, and landlord/tenant concerns.
• Coordinate with external agencies to verify income and other eligibility information.
• Maintain accurate records of payments, rent adjustments, and account activity.
• Provide guidance to participants on program requirements and compliance expectations.
• Ensure all actions comply with HUD regulations and agency policies.
