Job summary

The State of Wyoming is seeking a Policy and Communications Unit Manager within the HCBS Section to lead policy development, waiver coordination, and project management. You will supervise analysts, coordinate meetings, respond to CMS inquiries, and develop training materials and reports for multiple waivers.

The role requires strong writing, policy development, and stakeholder engagement skills, with responsibilities spanning revisions, council facilitation, and content maintenance of HCBS

Qualifications

• Bachelor's Degree in Business or related field.
• 1-3 years progressive work experience at the Senior Policy & Planning Analyst level.
• OR 4-7 years progressive work experience at the Senior Policy & Planning Analyst level.

Responsibilities

• Supervise the completion and submission of Medicaid Waiver applications and related amendments.
• Coordinate and facilitate Waiver meetings, presentations, and community forums.
• Serve as liaison with CMS for questions/clarifications on Waiver applications and amendments.
• Supervise the Medicaid Waiver Policy Analyst and Medicaid Waiver Communications Analyst; provide training and guidance.
• Prepare quarterly and annual reporting for Waiver administration and related HCBS reports.
• Act as project manager for HCBS rules revisions and federal initiatives; monitor progress and report outcomes.
• Lead Medicaid Waiver Provider Rate Rebasing projects with contractor oversight.
• Develop and maintain HCBS webpage content; ensure compliance with laws.
• Review current rules to identify gaps and propose policy changes; develop new policies as needed.
• Coordinate Developmental Disabilities Advisory Council and support Long Term Care Advisory Council.
