The Household Hazardous Waste (HHW) Operations Manager is responsible for managing all operational activities and staff at the Hazardous Waste facility. This includes overseeing daily operations, facilities, equipment, and personnel to ensure compliance with standard operating procedures and health and safety programs.

Essential Duties and Responsibilities

The essential functions include, but are not limited to:

• Ensuring the health and safety of the household hazardous waste programs and staff, complying with all safety policies and procedures.
• Setting work priorities, monitoring practices, promoting teamwork, and managing budgets to maximize efficiency and environmental compliance.
• Improving performance and productivity while maintaining safety and operational standards.
• Streamlining operations and increasing efficiencies within organizational systems and procedures.
• Managing the receipt, inspection, sorting, and disposal preparation of household hazardous waste from households and VSQGs.
• Reviewing RCRA and state activities, developing SOPs for compliance, and auditing contractors.
• Assisting in budget and capital expenditure planning.
• Maintaining and repairing facility equipment, reviewing specifications, and overseeing maintenance documentation.
• Collaborating with EHS and HHW Program Coordinators for EPA, OSHA, DOT, and MWA safety training.
• Responding to emergencies such as hazardous waste spills, coordinating with outside agencies.
• Staying updated on technological developments and providing expertise.
• Understanding site maintenance needs and supporting systems.
• Building relationships with external organizations to meet the organization’s mission.

Environmental Stewardship – Demonstrates understanding of Metro Waste Authority’s EMS, focusing on recycling, hazardous waste collection, organics, water quality, and GHG reduction.

Travel

Occasional travel within the Des Moines metro area is required.

Minimum Qualifications

• Bachelor’s degree in environmental science or related field.
• 5-7 years of management experience.
• 24-hour OSHA HAZWOPER Certification.
• Valid driver’s license.

Preferred Experience

• 3+ years handling hazardous waste.
• Knowledge of laboratory techniques and chemical identification.
• Familiarity with RCRA, OSHA, DOT, TSCA, FIFRA, and EPA regulations.

Physical Demands

Requires communication, manual handling, standing, walking, sitting, reaching, and lifting up to 600 pounds. Must be fit to wear a respirator and work in environments with chemical exposure, extreme temperatures, and machinery.
