Responsibilities

Job description

Maintaining and protecting the safety and health of BNL employees, the public, and the environment is our mission. Our safety professionals and technical staff provide expertise in support of the overall BNL mission by assisting in the implementation of the Brookhaven National Lab (BNL) Standards-Based Management System (SBMS) Subject Areas.

The Hazardous Energy Control Work Practice Expert will serve as the institution's Hazardous Energy Control Subject Matter Expert. Serve as the Laboratory's primary resource for the Lockout/Tagout (LOTO) Program and hazardous energy control. Provides guidance to staff, conducts field observations, supports procedure development and compliance, and promotes continuous improvement in hazardous energy control practices.

Essential Duties and Responsibilities:

Under the guidance of the Electrical Safety Group Manager:

  • Act as primary field contact for BNL in all matters related to hazardous energy control, (including but not limited toelectrical, mechanical, thermal, chemical, hydraulic, and pneumatic sources of energy);
  • Maintain the BNL Lockout/Tagout Subject Area;
  • Provide coaching and mentoring to staff for hazardous energy; identification, and implementation of control methods;
  • Conduct work observations, obtain feedback from working groups, and make the required modifications to BNL's Lockout/Tagout (LOTO) Program;
  • Communicate results of LOTO implementation analysis to operating departments through field visits, email, and newsletters;
  • When requested, aid in the writing of LOTO procedures;
  • When requested, review department procedures for hazardous energy control and compliance;
  • Work with the line organizationsto find safe and compliant solutionsthat meet operational needs;
  • Promote compliant LOTO Subject Area implementation across BNL;
  • Interface with others across the DOE complex in matters related to hazardous energy control;
  • Demonstrated commitment to working safely, acting ethically, and taking personal accountability for operational excellence;
Required Knowledge, Skills, and Abilities:
  • Requires a high school diploma or equivalent plus: 14 years relevant work experience or;
  • BS degree in a technical field and 8 years relevant work experience or;
  • A technical institute, Adult BOCES certification, AA degree in a technical field, CCI program completion at BNL plus 12 years relevant work experience or;
  • A technical high school certification program (eg. BOCES) and 13 years relevant work experience
  • Relevant experience should include preparing and/or reviewing job specific LOTO form procedures;
  • Knowledge of external standards related to hazardous energy control such as OSHA and NFPA 70E;
  • Knowledge of practices and procedures to safeguard employees when performing work on all types of equipment;
  • Basic computer proficiency in Microsoft Office;
  • Must demonstrate the ability to present ideas and concepts orally and in writing in a clear and concise manner to communicate technical information and interact with individuals with multidisciplinary backgrounds and levels of understanding including senior management, engineers, scientists, and trade workers;
  • Strong interpersonal and time management skills;
Preferred Knowledge, Certifications, Skills, and Abilities:
  • In-depth knowledge of external standards related to hazardous energy control;
  • Experience implementing or managing a comprehensive Lockout/Tagout (LOTO) or Hazardous Energy Control Programin a complex industrial, research, manufacturing, utility, or DOE environment;
  • Experience interpreting and applying OSHA 29 CFR 1910.147, NFPA 70E, and DOE electrical safety requirementswithin a research or industrial setting;
  • Experience developing and delivering hazardous energy control (LOTO) trainingand providing technical guidance to employees, supervisors, and contractors;
  • Experience conducting program assessments, field audits, or compliance reviews, including development and implementation of corrective actions and continuous improvement initiatives;
  • Ability to develop immediate and long-term programmatic and field-based solutions to assist staff when preparing for work on equipment and systems;
  • Experience working in a DOE National Laboratory, nuclear facility, accelerator facility, or other highly regulated technical environment;
  • Certified Electrical Safety Compliance Professional certification;
  • Demonstrated proficiency in Microsoft Office;
  • Possession of a valid driver's license;
  • Interpersonal skills demonstrated by performance as a positive driver for change regarding commitment to safety and compliance;
  • Willingness and aptitude to learn from our current Safety staff and to be a team player;
  • Solid safety-based reasoning skills;
Environmental, Health & Safety Requirements:

Perform office-based work, including prolonged use of a computer and keyboard.

  • Walk, stand, climb stairs and ladders while performing field evaluations.
  • Wear required PPE, including hard hats, safety glasses, hearing protection, safety footwear.
  • Access electrical and mechanical equipment located in laboratories and construction areas.

Salary offers will be commensurate with the final candidate's qualifications, education and experience and considered with the internal peer group.
