Job summary

Brookhaven National Laboratory seeks an accomplished engineering, architecture, or construction manager to serve as Manager of the Modernization Project Office (MPO). Qualifications

  • Bachelor's degree in Engineering, Architecture, Construction Management, or a closely related technical discipline.
  • Minimum of ten (10) years of progressively responsible experience managing the planning, design, and construction of complex institutional, research, industrial, or technical facilities.
  • Minimum of six (6) years of leadership experience managing multidisciplinary engineering, architecture, construction, or capital projects.
  • Experience leading all phases of project delivery, including planning, design, procurement, construction, commissioning, and project closeout.
  • Demonstrated experience managing project budgets, schedules, cost estimating, project controls, risk management, and resource allocation across multiple concurrent projects.
  • Proven ability to develop strategic infrastructure plans that align organizational investments with long-term business or scientific objectives.
  • Experience managing architectural and engineering consultants, construction contractors, and other professional services.
  • Excellent leadership, organizational, communication, and interpersonal skills, including the ability to effectively engage leadership, customers, regulatory agencies, and external stakeholders.
  • Demonstrated ability to communicate complex technical and project information through presentations, reports, and briefings.
  • Proven ability to lead and develop high-performing teams and build collaborative relationships across diverse organizations.

Responsibilities

  • Provide strategic leadership for the Laboratory's institutional capital planning, engineering, architecture, and construction management functions.
  • Lead the implementation of strategies that advance a modern, mission-ready campus aligned with the Laboratory's evolving scientific mission, enabling current and future world-class research.
  • Provide executive oversight for implementation of the Laboratory's Campus Development Plan and long-range campus master planning initiatives, ensuring infrastructure investments support institutional priorities and scientific growth.
  • Develop and implement long-term infrastructure modernization strategies aligned with the Laboratory's scientific priorities and Annual Laboratory Plan.
  • Establish organizational priorities, operational objectives, and performance measures that support safe, efficient, and successful project delivery.
  • Identify emerging infrastructure needs and develop multi-year capital investment strategies supporting future scientific programs.
  • Lead the planning, design, execution, and closeout of institutional capital projects ranging from approximately $30 million to over $100 million annually.
  • Direct the Laboratory's Strategic Laboratory Infrastructure (SLI), Institutional General Plant Projects (IGPP), Other Improvement Projects (OIP), and Deferred Maintenance Reduction programs.
  • Ensure projects are delivered safely, within scope, on schedule, within budget, and in accordance with quality expectations.
  • Oversee engineering design, construction management, cost estimating, scheduling, project controls, risk management, and Earned Value Management System (EVMS) implementation.
  • Ensure compliance with DOE Orders, Laboratory requirements, applicable codes, and industry best practices.
  • Lead and develop a multidisciplinary team of engineers, architects, project managers, and construction professionals.
  • Foster a culture centered on safety, accountability, collaboration, innovation, and continuous improvement.
  • Develop and maintain strategic relationships with federal, state, and local agencies, elected officials, community partners, academic institutions, and other external stakeholders that are critical to advancing campus development initiatives and securing future infrastructure investment.
  • Represent the Laboratory in external engagements related to campus development, infrastructure planning, and institutional modernization, serving as a trusted ambassador for Brookhaven's long-term campus vision.
  • Serve as the principal institutional representative for the Modernization Project Office with DOE, Laboratory leadership, external architects and engineers, contractors, regulatory agencies, and other stakeholders.
  • Present capital program strategies, project status, financial performance, risks, and recommendations to executive leadership and external review committees.
  • Set the standard for Operational Excellence by leading the MPO with a focus on meeting requirements every day and instituting continuous improvements to exceed customer expectations.

Position Description

Brookhaven National Laboratory seeks an accomplished engineering, architecture, or construction manager to serve as Manager of the Modernization Project Office (MPO). Reporting to Associate Lab Director for Facilities & Operations, the Manager, MPO provides strategic leadership and operational oversight for the Laboratory's institutional capital planning, and construction portfolio.



In this role, you will lead multidisciplinary teams responsible for campus planning, engineering, architecture, project management, construction management, cost estimating, scheduling, and project controls, including Earned Value Management Systems (EVMS). The Manager is accountable for delivering complex capital projects safely, efficiently, and in alignment with Laboratory, Department of Energy (DOE), and stakeholder objectives.



Working closely with Laboratory leadership, the Director develops long-range infrastructure and campus development strategies that support Brookhaven's evolving scientific mission.



Essential Duties And Responsibilities


Strategic Leadership


  • Provide strategic leadership for the Laboratory's institutional capital planning, engineering, architecture, and construction management functions.

Preferred Knowledge, Skills, And Abilities


  • Professional Engineer (PE) license.

  • Project Management Professional (PMP) certification.

  • Experience managing capital construction within a Department of Energy, national laboratory, federal, university, or other large research campus environment.

  • Knowledge of DOE Order 413.3B, Program and Project Management for the Acquisition of Capital Assets

  • Experience in campus planning, space management, facilities master planning, or strategic infrastructure planning.

  • Due to the need for unescorted access to controlled areas of the laboratory, this position is limited to U.S. citizens in accordance with site security requirements.



As a U.S. Department of Energy laboratory, Brookhaven National Laboratory requires employees to obtain and maintain a DOE Uncleared Personal Identity Verification (UPIV) credential in accordance with Homeland Security Presidential Directive 12 (HSPD-12) requirements. Brookhaven National Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $184,400 - $306,100 / year. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
