Position Summary

IEM is looking for a Full Time Hazard Mitigation Planner III is responsible for managing and coordinating hazard mitigation projects, conducting risk assessments, collaborating with stakeholders, and developing strategic plans to reduce community vulnerabilities to natural disasters and improve resilience.

Primary Location:

  • Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.
  • All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.

Travel Requirements

  • This position will require some work to be conducted at a client site or other locations.
  • Travel and other expenses are reimbursable in accordance with Federal Travel Regulations or DoD regulations.

Essential Functions

  • Contributed to the development, revision, and implementation of Local, State, and Tribal Hazard Mitigation Plans, including Resiliency, Climate Adaptation, and associated Implementation Plans to enhance community preparedness, reduce disaster risk, and support long-term sustainability initiatives.
  • Lead staff members from various disciplines to perform a range of planning functions.
  • Identify priorities, develop tasks, and make assignments.
  • Oversee the collection, documentation, and analysis of data related to hazard mitigation planning, community development, economic development, infrastructure, and land use.
  • Perform technical writing, review, and analysis of quantitative and qualitative data and information.
  • Review plans, reports, and other documents for relevant content.
  • Prepare written documents and reports based on data and information reviewed.
  • Coordinate, facilitate, and develop materials for public, stakeholder, and client meetings with state, local, tribal and federal officials, elected officials, residents, business leaders and technical experts.
  • Serve as the primary point of contact with stakeholders and clients.
  • Perform quality control/quality assurance (QA/QC) review of all applicable plans for FEMA review and approval.
  • Perform risk assessment analyses of hazard data and lead the development of planning documents.
  • Evaluate existing mitigation capabilities through research of local plans, regulations, policies and programs, and review of programs and documents.
  • Identify and describe cost-effective, technically feasible, and environmentally sound mitigation actions.
  • Perform other research and writing tasks as necessary to support a wide range of planning and mitigation/resilience tasks and overall plan development.
  • Assist with marketing and proposal development.

Minimum Qualifications

  • Experience:Five (5) years of experience developing some or all the items listed in the essential functions section of this solicitation.
  • Developed at a minimum five (5) FEMA-approved hazard mitigation plans.
  • Legally authorized to work in the U.S.
  • Strong written and oral communications skills to support plan development and meeting facilitation.
  • Ability to lead multiple plan development projects simultaneously.
  • Expertise with the latest FEMA mitigation planning policy guidance.
  • Experience with climate and resiliency planning.
  • Experience with community outreach and engagement.
  • Proficiency with Microsoft Office software suite.
  • Understanding of fundamental project management principles.
  • Understanding of business and financial processes.
  • Demonstrated leadership and team coordination capabilities.
  • Understanding of potential funding sources to be used for hazard mitigation.
  • Completion of the following FEMA Independent Study courses or willingness to complete them within 3 months of hire:
    • IS-100.C Introduction to the Incident Command System, ICS 100
    • IS-200.C Basic Incident Command System for Initial Response
    • IS-2700 National Mitigation Framework, an Introduction
    • IS-318.A Local Mitigation Planning Training
    • IS-328 Plan Review for Local Mitigation Plans
    • IS-329.A State Mitigation Planning Training
    • IS-350 Mitigation Planning for Tribal Communities
    • IS-393.B Introduction to Hazard Mitigation
Preferred Qualifications

  • Bachelor’s degree in Emergency Management, Urban or Regional Planning, Community Planning, Sustainable Development, Public Health, Geography or related field.
  • Certifications including Certified Emergency Manager (CEM) certification, Associate Emergency Manager (AEM) certification, American Institute of Certified Planners (AICP), Certified Floodplain Manager (CFM), Project Management Professional (PMP), Six Sigma, or others; willingness to pursue relevant certifications is a plus.
  • Experience with ArcGIS and other relevant software products.
  • Bilingual in English and Spanish.
  • Knowledge of Emergency Operations Centers (EOC) and Incident Command System (ICS)
  • Technological hazard assessment experience.
  • Completion of additional FEMA Independent Study courses after hire:
