Job Summary

Components of USSOCOM have the responsibility to execute large-scale training exercises designed to enhance readiness and prepare SOF units for deployment. At SOF Component Commands, the contractor provides SMEs to facilitate planning and execution of SOF core activities and SOF-CF I3, augment/replicate critical staff planning positions, and provide SOF exercise planning and execution products throughout the JELC IAW SOF, Joint, Service, GCC training objectives. This position supports the AFSOC EMERALD WARRIOR exercise team.

Duties and Responsibilities:

  • Serve as the Joint Master Scenario Event List (JMSEL) Planner for the team.
  • Analyze exercise and training objectives, as determined during the Joint Event Life Cycle (JELC) training process and events.
  • Integrate Joint Training Tool (JTT) assessment with the Joint Training Support System (JTSS) component planner(s).
  • Develop relevant storylines and Master Scenario Events that will prepare training audiences to properly respond to situations being encountered within the Area of Responsibility (AOR).
  • Apply current Tactics, Techniques and Procedures (TTPs) and utilize appropriate message and document formats to develop storyline injects that accurately depict SOF missions and functions.
  • Identify Master Scenario Events addressing key events (those designed to elicit major reactions from the training audiences), as well as steady state events (re-supply missions, routine intelligence reports, etc.) that will be entered into the MSE List (MSEL).
  • Lead all MSEL conferences to ensure success of Emerald Warrior. Coordinate and integrate with aligned component exercise JMSEL SME(s) as required.
  • Orchestrate all aspects of the MSEL events/conferences during the JELC process in coordination with the Lead Planner and other exercise planning SMEs.
  • Conduct MSEL training in coordination with the Intelligence and Operations Planner, establish and maintain the AFSOC MSEL database.
  • When required during exercise execution, perform duties in the Joint Exercise Control Group (JECG) as scenario manager and MSEL coordinator/tracker.
  • Ensure SOF events occur on schedule, accurately portray the SOF scenario, and enhance the JFC Battle Staff’s understanding of SOF roles in attaining operational goals.
  • Track training audience response and, when necessary, coordinate dynamic scripting to return the storyline to its original course.
  • In coordination with the EMERALD WARRIOR Intelligence and Operations Planner(s), identify and script additional events to enhance the overall scenario and address desired learning objectives (DLOs) to include scenario development information, Road-to-Crisis Support, Scenario Overview briefing, and Master Scenario Events List (MSEL) overview.

Experienceand Education

  • Bachelor’s degree with 6 years’ experience in SOF, or Prior E7+, CW3+ with 8 years’ experience working in SOF
  • Minimum of 3 years’ experience with the Joint Training System (joint exercise planning management)
  • Minimum of 4 years’ recent experience serving in a SOF tactical or operational level headquarters (SOJTF or JSOTF)
  • Minimum of 4 years’ experience developing SOF tactical-operational level products to support CCMD, TSOC/JSOC, and SOF Component SOF and CT exercises
  • Minimum of 4 years’ experience directly interfacing with senior staff (O5/O6 and GOFO) at the TSOCs, Components, CCMDs, Services, Interagency
  • Excellent presentation, communication and organization skills; proven skills in formal classroom delivery
  • Preferred 2 years’ experience as a platform instructor in a Professional Military Education/training environment
