Job summary

Contexture Hawaii seeks a Senior Vice President to lead statewide operations, business development, and policy initiatives. You will direct strategic execution, financial performance, and stakeholder engagement for Hawaii’s HIE program, with a focus on growth and sustained partnerships across government and health partners.

The role is Hawaii-based with residency required; hybrid work is available, and you will oversee complex programs, budgets, and multi-state coordination as needed.

Qualifications

• Minimum 10+ years of progressively responsible leadership experience in business development, government affairs or public policy within healthcare or health IT.
• Bachelor's Degree in Business Administration, Healthcare Administration, Public Policy or related field; Master's preferred.
• Strong preference for candidates with deep Hawaii-related experience and relationships with state/federal leaders.
• Proven budgets, contracts, grants management, and financial performance oversight.
• Demonstrated people leadership including hiring, coaching and performance management.

Responsibilities

• Lead state-based strategic leadership for Hawaii with accountability for strategy, growth, policy and relationships.
• Identify opportunities and oversee business development, partnerships, and state-focused contracts across healthcare and data exchange.
• Direct government affairs, public policy, and regulatory advocacy aligned with enterprise priorities.
• Cultivate executive relationships with Hawaii providers, payers, and community partners; represent the company publicly.
• Oversee state programs, grants, and government contracts from inception to completion; ensure compliance and outcomes.
• Manage budgets and financial performance; ensure discipline while supporting growth and sustainability.
• Provide executive leadership across teams; recruit, onboard, develop and manage performance; drive state KPIs.
• Travel as required within Hawaii and to partner states or conferences; after-hours as needed.
