Job summary

The Department of Workforce Development and Advancement seeks a Grants Project Manager to provide statewide leadership, oversee grant administration, and coordinate complex project activities for Virginia Works.

You will plan, monitor, and evaluate grant-funded programs to ensure ETA and state compliance, manage schedules and reporting, and collaborate with employers, apprenticeship sponsors, and educational partners. This is a restricted, funded position with on-site work initially.

Qualifications

• Demonstrated knowledge of workforce development systems, RAPs, work-based learning, employer engagement, and apprenticeship expansion strategies.
• Demonstrated knowledge of federal grant administration, project management practices, performance measurement, reporting requirements, and related federal and state regulations.
• Strong project management, analytical, organizational, and problem-solving skills, with the ability to manage multiple priorities, monitor complex projects, identify challenges, and develop effective solutions.
• Demonstrated ability to interpret and apply grant guidance, policies, and procedures to ensure compliance and accountability.
• Ability to build and maintain collaborative relationships with employers, apprenticeship sponsors, intermediaries, workforce partners, educational institutions, and government agencies.
• Excellent written and verbal communication skills, including clear reporting and engagement with diverse internal and external stakeholders.
• Proficiency in Microsoft Office and in project management, reporting, and data management systems.
• PMP certification or comparable project management credential.

Responsibilities

• Provides statewide leadership, project management, administration, and coordination for Virginia Works' grant administration.
• Serves as the Project Manager responsible for planning, coordinating, implementing, monitoring, and evaluating grant-funded activities to ensure ETA compliance.
• Oversees RAISE initiative and supports statewide expansion of programs through grant administration, employer engagement, outreach, monitoring, and technical assistance.
