Job Overview
Under general supervision, performs advanced work in grant oversight and financial analysis on state and federal subgrants awarded by the agency.
Responsibilities
- Prepare subaward documents for federal and state subgrants and enter federal reporting in SAM.gov.
- Coordinate with directors and program managers to monitor subawards, encumbrances, and change orders in wvOASIS, providing status reports and fund availability updates.
- Provide guidance on federal grant administration per OMB regulations.
- Ensure compliance with WV Code and reporting/auditing requirements.
- Manage grant file retention in AX Document Manager.
- Submit grant funding documents for preapproval and federal requests via Grants.gov.
- Correspond with federal agencies and subrecipients, review payment applications, and generate financial reports in wvOASIS BI.
- Assist in developing financial reports using Crystal Reports and perform budget corrections in wvOASIS.
- Collaborate with fiscal staff to improve procedures and support internal/external audits.
- Perform other duties as assigned.
Employee Expectations
- Proficiency in Excel, Word, Google Sheets, and wvOASIS required.
- Occasional travel and overtime may be necessary.
- Potential requirement to complete a grant management certification.
- Must learn new systems quickly with strong communication and analytical skills.
- Must be eligible to operate a motor vehicle.
Minimum Qualifications
- Graduation from an accredited four-year college in business, public administration, economics, finance, management, or accounting.
- Two years of experience in grants management or public funds administration.
- Substitutions available: a Master's degree can substitute for one year of experience; additional experience can substitute for education on a year-for-year basis.
