Job description

The Grants Specialist II is responsible for managing and monitoring the federally funded disaster recovery grant programs of the Authority. The incumbent performs a variety of duties, including monitoring a wide range of vendors to ensure ongoing compliance, managing federal grants, implementing and closing out of the federal grants with minimal supervisor. This position is also responsible for assisting in coaching, development and mentoring of the Grant Specialist I.

  • Review, analyze, and evaluate grant program activity to ensure compliance with grant program requirements, local and federal procurement standards, generally accepted accounting principles, as well as program standards and procedures.
  • Monitor compliance with rate related regulatory requirements and debt covenants.
  • Monitor and track all audit findings & recommendations. Propose additional recommendation to improve process.
  • Assist in the development and implementation of new or revised grant processes, documentation and requirement.
  • Assist in the training of internal customers in the topic of grant management and compliance.
  • Review contracts related to federally funded projects to ensure they are completed according to the approved Scope of Work.
  • Ensure that vendors adhere to federal compliance policies, reimbursement policies, and contract compliance.
  • Review grant related financial transactions prior to entry in the accounting system.
  • Conduct advanced data analysis of invoices to include trends and forecasts, create reports, and spreadsheets on project activities in order to track each project’s progress and make recommendations for changes to management.
  • Respond accurately, courteously and timely to phone and written correspondence with appropriate follow up as necessary.
  • Monitor and report pertinent issues and information to management for awareness, knowledge, and actions.
  • Conduct preliminary review of work completed, process improvement recommendations or compliance anomalies identified by the Grants Specialist I. Escalate information to the Grants Manager for action and resolution.
  • Accurately prepare and maintain records, files, and reports for audit purposes.
  • A working knowledge of local and federal regulations governing federally funding grant programs
  • A working knowledge of federal compliance requirements
  • Minimum of 1-year previous grant administration experience
  • Demonstrated ability to work independently with minimal supervision
  • Computer literate including advanced usage of Microsoft Word, Excel, Power Point, and Outlook
  • Excellent verbal, interpersonal and written communication skills
  • Ability to work in a fast-paced environment
  • Strong analytical, decision-making, and problem-solving capabilities

Bachelor’s Degree from an accredited college or university in Business Administration, Accounting, Finance, or Public Administration or a bachelor’s degree plus 3- 5 years of commensurate experience in those fields.
