Position Summary

Under the supervision of the Senior Manager of Finance and Administration, the Grant Accountant, Local Programs performs a multitude of finance, administrative and accounting related activities necessary for the comprehensive management of NJTPA's grants and contracts, while ensuring compliance with university (NJIT), Federal, State and local laws, regulations and funding requirements. Primary areas of responsibility include maintenance of finance/budget accounts, documentation and record files, preparing, administering, managing and reporting the status of various federally funded contracts; reviewing and processing invoices for compliance with contract awards and applicable regulations, policies and procedures; monitoring project budgets/contract awards; monitoring federal funding agreements (budgets and period of performance); sponsor invoicing and reports; and other related financial and administrative management activities as assigned.

Essential Functions
  • Financial Management and Reporting: Review Local Program expenditures to ensure alignment with award budgets, requirements, and university policies.
  • Monitor contract/project budgets and assist in preparation of contract/budget modifications.
  • Assist in development of monthly, quarterly and annual budget reports, as required.
  • Perform general accounting and record keeping for a variety of procedures and operations and preparation of related correspondence, reports and a variety of other compositions as may be requested or directed.
  • Enter purchase requisitions for contracts/subcontracts and oversee tracking of purchase orders and/or invoices for reimbursement to vendors/grant recipients.
  • Log, track, and review invoices for accuracy, eligibility of expenses and compliance with contract terms, federal regulations, policy and procedures, and route for approval as appropriate.
  • Review and advise central staff, vendors/grant subrecipients on the status of their contracts, invoices, etc., including any billing and/or compliance issues as needed.
  • Collaborate with NJIT staff on tracking, reviewing and reconciling expenditure reports; purchase orders; accruals; payments; and award closeouts.
  • Review and submit sponsor invoices and supporting documentation as required.
  • Grant Management: Assist with Local Programs pre-award activities, facilitate/attend kick-off and project close out meetings to ensure conformity to applicable regulations, policies and procedures.
  • Assist with tracking and processing agency task order agreements and modifications.
  • Create, maintain and monitor accounting records and progress reports, including procurement and invoicing data, prepare monthly, quarterly, and annual contract/subcontract budget status reports for Finance and Administration Management review, advising of any potential issues or concerns; assist in preparation of contract status reports.
  • Assist in the periodic review and maintenance on internal processes and procedures for grant administration requirements in accordance with applicable state and federal laws, regulations, and policies.
  • Assist with Agency audit reviews, as required.
  • Assist with year end reconciliations and grant award closeouts, as required.
  • Assist with other financial accounting and administrative related activities of the NJTPA as needed.
Prerequisite Qualifications
  • Bachelor's degree in accounting, finance, business administration or related degree is required.
  • Minimum of three years of experience in contract/project management, accounting or financial administration, and procurement is required.
  • Requires strong time management, organization and communication skills, written and oral.
  • At the university's discretion, the education and experience prerequisites may be exempted where the candidate can demonstrate to the satisfaction of the university, an equivalent combination of education and experience specifically preparing the candidate for success in the position.

  • Working knowledge or experience with financial management and administration of grants and/or contracts, accounting, budgets and procurement transactions.
  • Experience in federal grants management preferred.
  • Familiarity of federal, state, and local laws, regulations, and requirements that govern grant administration and reporting including 2 CFR 200 Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.
  • Intermediate knowledge and experience using a variety of software applications in an office environment (Microsoft 365 Office, Outlook, Word, Excel, SharePoint experience required).
  • Working knowledge of financial management system software (E-merchant/Banner Finance/Workday Software Systems and/or SAP experience or similar ERP system a plus).

Salary Information

In compliance with the NJ Pay Transparency Law, the negotiated annual salary range for this position is $66,844.56-$124,923.48 (USD). NJIT considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as, market and organizational considerations when extending an offer. This pay range represents base pay only and excludes any additional items such as incentives, bonuses or other items.
