Under general supervision, performs both routine and skilled heavy, physical work in the various methods of graffiti abatement, to include painting, spraying and utilizing water blasting equipment; performs related work as assigned.
The current vacancy exists in the City of Stockton's Neighborhood Services Department. The Graffiti Abatement Technician will independently and proactively respond to requests for graffiti removal from citizens and/or other departments. The incumbent will work a City of Stockton 9/80 schedule; 6:00AM-3:30PM Monday-Thursday; 6:00AM-2:30PM Friday with alternating Fridays off.
Incumbents in this position are included in the Civil Service System, in a "for cause" employment status, and arerepresentedby the Operating Engineers' Local 3, Trades and Maintenance.(Classified/Represented)
This recruitment is being conducted as an Open/Promotional recruitment. Prior to appointment, eligible candidates will be required to submit to and successfully pass a background investigation, which will include fingerprinting, and a medical exam, which will include a back evaluation.Under general supervision, performs both routine and skilled heavy, physical work in the various methods of graffiti abatement, to include painting, spraying and utilizing water blasting equipment; performs related work as assigned.
CLASS CHARACTERISTICS
The Graffiti Abatement Technician performs a variety of duties utilizing specialized paint spraying and water blasting equipment.May also perform chemical removal of graffiti, handling and transportation of petroleum based hazardous material and may supervise volunteers or non City workers performing graffiti abatement.
PRINCIPAL DUTIES (Illustrative Only)
Independently and proactively responds to requests for graffiti removal from citizens and/or other departments.Contacts owner, manager, or tenants of property to explain the graffiti abatement program. (i.e., City ordinance concerning 10-day notice and reinspection, fines and responsibilities of property owners.)Checks Land Master File for information regarding property owner and obtains consent for removal of graffiti from residential and/or commercial properties.Trouble shoots and performs repair, maintenance and calibration of paint equipment.Removes graffiti by washing, water blasting, painting, or other methods, including using graffiti removal chemicals.Mixes paints and matches colors.Tapes, tints, primes and/or texturizes walls and other surfaces in preparation for brush or spray painting.Photographs the scene of graffiti and documents the location.Operates power washer, airless paint sprayer and paint trucks.Handles and transports petroleum based hazardous material to temporary HAZMAT storage sites after identification and testing by the City Fire Department.Observes safe work methods and safety practices related to the work; cones and flags work sites to secure from traffic; uses appropriate safety equipment.Inspects vehicles and performs minor maintenance; reports the need for major repairs and service; fuels and lubricates vehicles and related equipment; washes and cleans assigned vehicles.Operates assigned vehicles skillfully and safely; observes safe driving practices.Operates and maintains a wide variety of hand and power tools and equipment related to work assignments.Maintains basic records of daily work performed.May train and direct the work of others; may act in a lead capacity on specific jobs.Responds to emergency situations in off-hours as required.QUALIFICATIONS
Education: Possession of a high school diploma or GED.
Experience: Two (2) years of experience operating the graffiti trailer painting equipment or water blasting equipment.
Other Requirements:- Must possess a valid Class C California driver license.
- Must possess sufficient strength and stamina to lift and carry objects weighing up to 100 pounds and to perform sustained heavy physical labor.
- Must be willing to work out of doors in all weather conditions, to work with exposure to traffic and to work overtime and off-hours shifts in emergency situations.
Knowledge of:- Techniques, materials, tools, and equipment used in the maintenance and repair of streets, waste collection, and street cleaning work;
- Operation and maintenance of a wide variety of hand and power tools and equipment common to the field;
- Safe work methods and safety regulations pertaining to the work;
- Handling and transportation of petroleum based hazardous materials.
Skill in:- Operating and maintaining a variety of hand and power tools and equipment used in the work;
- Understanding and following oral and written instructions;
- Properly placing cones, barricades, and warning devices and directing traffic flow at job sites;
- Performing heavy physical labor;
- Graffiti removal usingwater blasting and other graffiti removal methods, including chemical removal;
- Driving trucks under 26,000 pounds GVW and/or driving a pickup truck with graffiti removal trailer;
- Exercising independent judgment and initiative without close supervision.
The Examination:
Applicants who qualify in terms of relevant work experience and education, that best fit the needs of the City, will be invited to participate in the examination process. The examination process may include an oralexam or atraining and experience evaluation examination weighted 100%. However, the City reserves the right to utilize alternative testing methods if deemed necessary. Candidates must receive a minimum passing score of 70%, as determined by the relative performance of all candidates in all portions of the examination. In the event of identical ratings, candidates' names will be arranged in order of application date/time, and, if the same, then arranged alphabetically.
