Job Location: Long Island City, NY (Onsite)

Employment Type: Contract to Hire (intended full-time employment with the client after 6-12 Months as contractor)

Pay Range: $33-$39.50/hr (W2) - W2 only (no C2C)

Schedule: Full-Time (40 hours/week)

About The Opportunity

Our Government client in Long Island City, NY is seeking an experienced Government Procurement Analyst to support procurement activities associated with a large-scale public-sector technology and data modernization initiative.

This position is responsible for supporting the full procurement lifecycle, with an emphasis on complex solicitations, RFPs, proposal and bid analysis, regulatory compliance, cost and price analysis, stakeholder advisory support, and procurement reporting. The successful candidate will work closely with legal, finance, program, and technology stakeholders to ensure procurement activities are compliant, efficient, and deliver strong value.

The ideal candidate brings progressively responsible government procurement experience, strong knowledge of public-sector procurement rules and regulations, and the ability to independently manage complex procurement activities in a large, fast-paced organization.

Key Responsibilities

• Draft, review, and issue complex solicitations, including Requests for Proposals (RFPs).
• Review and analyze vendor proposals and competitive bids.
• Conduct detailed cost and price analyses to support procurement decisions and best-value outcomes.
• Ensure procurement activities comply with applicable federal, state, and local government procurement regulations and policies.
• Support compliance with applicable public-sector procurement rules and established procurement procedures.
• Prepare detailed reports covering procurement status, metrics, outcomes, and other information needed by leadership.
• Serve as a key point of contact for internal stakeholders, providing guidance on procurement strategies, procedures, and best practices.
• Partner closely with legal, finance, program, and technology teams throughout the procurement lifecycle.
• Maintain accurate, organized procurement documentation and records.
• Guide and mentor junior procurement professionals.
• Manage multiple procurement priorities independently while collaborating effectively across diverse teams and stakeholder groups.

Required Qualifications

• Master’s degree from an accredited college or university in Business Administration, Public Administration, Finance, or a related field.
• Minimum of 3 years of progressively responsible experience in government procurement or a related field.
• Strong knowledge of government procurement rules, regulations, procedures, and best practices.
• Experience developing, reviewing, and managing complex competitive solicitations, including RFPs.
• Experience evaluating proposals and bids and conducting cost and price analyses.
• Strong understanding of procurement compliance and competitive purchasing practices.
• Excellent analytical and problem-solving abilities with exceptional attention to detail.
• Strong written and verbal communication skills.
• Demonstrated ability to advise and collaborate with internal stakeholders and cross-functional teams.
• Strong leadership, organizational, and time-management skills.
• Ability to work both independently and collaboratively in a fast-paced environment.

Preferred Qualifications

• Experience working within a large, complex government or public-sector organization.
• Familiarity with New York City or comparable municipal procurement rules and procedures.
• Experience supporting technology, data modernization, IT, or professional-services procurements.
• Experience collaborating directly with legal, finance, program, and technology stakeholders.
• Experience mentoring or guiding junior procurement professionals.
