D2 Government Solutions is seeking an experienced Program Manager, Government Contracts & Proposals to lead contract execution and support growth from our New Bern, North Carolina office.

The role focuses on managing contracts through the full lifecycle, ensuring compliance, and coordinating with government customers, subcontractors, and internal teams. Proposals, transition planning, and win strategy execution are key components.

Qualifications

• Recently retired military or recent college grad encouraged to apply.
• Strong organizational, communication, and leadership skills.
• Ability to manage multiple priorities in a fast-paced, deadline-driven environment.
• Experience creating reports, schedules, trackers, presentations, and project documentation.
• Strong working knowledge of Microsoft Word, Excel, Outlook, PowerPoint, and Teams.
• Ability to communicate effectively with customers, executives, employees, and subcontractors.
• Ability to work independently while maintaining attention to detail and accountability.

Responsibilities

• Program & Contract Management: manage government contracts through full lifecycle and interface with COs, CORs, customers, and stakeholders.
• Proposal Development: participate in strategy sessions, write and review proposals, support transition planning.
• Cross-Functional Leadership: lead internal status meetings and coordinate Finance, Contracts, HR, Recruiting, Operations teams.
• Identify process improvements to increase efficiency, quality, compliance, and proposal competitiveness.
