Naval Air Warfare Center Training Systems Division (NAWCTSD) in Patuxent River, MD seeks a procurement professional to plan and negotiate a variety of contracts, from basic cost analyses to small competitive acquisitions. You will analyze procurement requests, prepare RFPs, evaluate proposals and perform cost analyses.
Incumbent will conduct negotiations, work with DoD teams and international customers, and participate in training courses.
Incumbent is responsible for the procurement planning and negotiation of a variety of, run-of-the-mill, contracts, such as less difficult and complex cost-plus-fixed-fee and small competitive contracts. Responsibility includes preparation of planning documents and negotiation of original contracts as well as basic amendments, change orders, and revisions. Run-of-the-mill\" and less difficult and complex contracts are defined as those involving procurement of equipment, the manufacture of which requires little engineering talent, when cost of parts makes up a large part of total cost, when parts may be bought off-the-shelf, when it is largely a matter of assembling, or other factors minimize complexity. While cost is not an absolute criterion of difficulty of contract negotiation, the incumbent will usually be limited to planning and negotiating contracts having less than moderate value. Cost analysis for assigned contracts will normally be limited to those where historical data and precedents exist. Incumbent will also perform basic cost analysis on less difficult contracts, relying on engineering judgment in the absence of historical data. Incumbent studies all laws and regulations and amendments thereto, pertinent to the subject of procurement contracting. Incumbent will learn the application of these regulations to specifically assigned contracts as well as receive on-the-job training from the Section Head/PCO. Incumbent attends a variety of DODIDON mandatory contracting courses and other Command training to meet the requirements of 0001 DON and the host command. Some travel to attend training courses and meetings may be required. Performs other related developmental assignments designed to increased skills, knowledge, and abilities in contracting.
