Job summary

Florida Department of Health seeks an experienced Government Analyst II to supervise procurement of complex commodities and services. You will lead high-profile solicitations, oversee advertising and bid events, and ensure compliance with state purchasing rules.

You will also support policy updates and provide analysis for senior management. Ideal candidates have 3–5 years of purchasing experience, strong writing and communication skills, and a solid grasp of MFMP and Florida statutes.

Working Title: GOVERNMENT ANALYST II - 64080617

This is an advanced professional level position in the procurement of diversified and complex commodities/services required to support the Department of Health headquarters administration and program operations, as well as independently perform technical assignments under limited supervision. This work requires a logical understanding of business practices and procedures to critically and analytically review purchasing processes and procedures. This position must exhibit skilled decision-making techniques to effectively evaluate data to formulate solutions, strategies, and recommendations of highly specialized nature.

Serves as administrative lead on high-profile and complex competitive solicitations such as Request for Proposal (RFP) and Invitation to Negotiate (ITN), administrative review with contract managers, contract administration, and general counsel’s office. Performs all administrative functions such as advertising, pre-proposal conference, opening, and posting. Develops, implements, reviews, and monitors procurement processes and procedures for competitive solicitations, revises, as needed.

Evaluates and processes assigned purchase requests for commodities and contractual services for the department using appropriate purchasing methods in accordance with laws, rules, policies, and procedures contained in the state of Florida’s Purchasing Policy and applicable to the department’s operating procedures. Works closely with program offices and CHDs to ensure purchasing requirements are met in a timely and economical manner. Continually reviews purchases to identify problem areas impeding timely completion of requisition/purchase order process and eliminates corrective action to eliminate barriers.

Performs special projects as directed by the Purchasing Manager and Bureau Chief. Provides input, recommendations, and findings. Assists with updating and revising department’s Purchasing Policies and Procedures Manual, Desk Reference, and various purchasing guides.

Plans, coordinates and presents statewide and regional conferences, meetings and workshops.

Attends meetings, workshops, and conferences keeping current with changes and additions to purchasing rules, laws, and procedures; product changes and upgrades; minority requirements; maintains and increases professional development; etc.

Performs other related duties, as required.

Required Knowledge, Skills, and Abilities:

  • Effective communication and active listening skills to interface with many different stakeholder groups, including public procurement officials, vendors, state agencies, or other governmental entities
  • Critical thinking skills to analyze and apply research to make informed, strategic, and efficient decisions
  • Ability to maintain a strong attention to detail when analyzing and preparing complex contract documents
