Job summary

Fluor Corporation is seeking an experienced Program Manager to lead a complex, multi-year international engineering and construction program overseas (OCONUS). This Key Personnel role carries full contract authority and requires travel to host nations.

You will serve as the senior representative to the government customer and partners, integrate design, construction, procurement, and training activities, direct a multidisciplinary team, and ensure compliance with U.S.

Qualifications

• 15+ years of experience in program management, including complex international construction/engineering projects.
• Demonstrated experience in OCONUS environments; Central Africa experience is a strong plus.
• Bachelor's degree in Engineering, Construction Management, Business Administration, or related field.

Responsibilities

• Serve as the Contractor's senior representative and primary point of contact with the government customer and host-nation partners.
• Provide overall management and integration of design, construction, equipment procurement, and training activities across the full period of performance.
• Direct a multidisciplinary team including construction, technical, and training personnel, as well as subcontractors.
• Develop and maintain program management plans, schedules, cost performance reports, and risk registers.
• Coordinate compliance with applicable U.S. government regulations, export control requirements, and host-nation laws and customs.
• Exercise full authority to make binding programmatic decisions on behalf of the Contractor.
