Job summary

Insitu, a Boeing subsidiary, seeks an Industrial Participation Program Manager to shape long-term offset strategies and drive execution across international partners. You will collaborate with cross-functional teams and customers to design and implement programs meeting business goals and country localization needs.

The role requires 15+ years of industry experience with 5+ in offsets, knowledge of DoD and ITAR/EAR, and proven negotiating and program-management skills.

Qualifications

• 15+ years relevant experience with 5+ years experience with Offset and/or Industrial Participation.
• Knowledge of DoD acquisition and U.S. Foreign Military Sales processes.
• Strong understanding of global Offset policies and frameworks (Europe, Middle East).
• Deep familiarity with international trade regulations (ITAR, EAR).
• Proven experience in government negotiations, cross-border transactions, and industrial partnerships.

Responsibilities

• Lead in strategies for Industrial Participation and Offset across international opportunities.
• Prepare, review, and execute offset plans, proposals, transactions, and agreements.
• Collaborate with stakeholders to ensure timely and compliant fulfillment of commitments.
• Monitor progress, collect reports, and manage risk for offset obligations.
