Qualifications

• Ability to operate effectively in ambiguous environments and solve complex problems.
• Experience designing, managing, and overseeing diverse funding instruments (grants, cooperative agreements, G2G).
• Familiarity with faith-based organizations and G2G award considerations.
• Strong knowledge of federal award regulations, compliance, and governance.

Responsibilities

• Provide technical, strategic, and operational support for design and management of health program funding mechanisms.
• Advise on award design, transparency, and alignment with departmental objectives.
• Coordinate transitions to new funding mechanisms and build stakeholder capacity.
• Oversee award management, monitoring, reporting, and compliance activities.
• Prepare guidance, SOPs, and training materials for new instruments and awards.
• Engage with partners, governments, and organizations to support implementation and sustainability.
• Document lessons learned and recommend improvements for future programs.
• Prepare briefing materials and reports for Bureau leadership.
